中国已迈入经济高质量发展的新阶段,绿色发展作为其重要组成部分,与人们的日常生活保持着紧密联系,稳步实现经济的绿色转型已然成为全社会的共同期盼。出口作为拉动经济增长的三驾马车之一,尤其在改革开放以后,为中国成功引入了大量的国际先进技术和管理经验,在吸引外资和承接加工制造产业的转移上发挥了不可估量的作用,有力地带动了中国经济的快速增长和国民生产生活水平的大幅提高。然而,在全球经济疲软的背景下,贸易战、新冠疫情、俄乌战争等不稳定因素频发,促使国际贸易保护主义的再次抬头,将进一步阻碍中国攀升全球价值链中高端的进程,一部分表现在少数发达国家加强对中国出口产品的绿色技术标准的审查力度。如何利用出口贸易强化经济的绿色发展导向始终是社会各界广泛关注的焦点,与此相关的研究与发现更是硕果累累。基于以上背景及现有数据,本文采用理论分析与实证检验相结合的方法,对出口贸易影响城市绿色发展的关系及具体途径进行分解。本文首先利用中国 283个地级市 2011~2019 年的面板数据,基于超效率 SBM 模型测算得到城市绿色全要素生产率水平,以其作为绿色发展的代理指标,并基于全局性的 ML 指数将绿色全要素生产率分解为绿色技术进步和技术效率指标,创新性地将出口贸易与绿色全要素生产率水平结合,研究出口贸易对城市绿色发展的影响;接着使用混合回归模型、工具变量法、中介效应等策略工具对方程做回归估计,并进行稳健性检验和异质性分析;最后,得出研究结论:(1)整体来看,中国的出口贸易可以显著促进城市绿色发展水平的提升,且主要偏向促进绿色技术进步的提高,对技术效率的促进作用并不明显;(2)从作用机理来看,出口贸易可以通过促进产业结构优化、绿色技术进步来促进城市的绿色发展。(3)出口贸易的绿色增长效应存在区域异质性和城市规模异质性,东部地区的出口贸易可以显著提高城市的绿色发展水平,且显著促进了当地的绿色技术进步和技术效率的提升。但对于中部和西部城市来说,出口贸易的绿色增长效应并不明显。此外,特大及以上城市的出口贸易显著促进城市绿色发展,而大中小型城市的促进作用并不显著。最后,本文提出建议,应该继续加强出口产品结构的优化,加强环境规制力度,以此可以带动中国经济的绿色转型。

China has entered a new stage of high-quality economic development, green development, as an important part of it, maintains close ties with people's daily life, and steadily realizing the green transformation of the economy has become the common expectation of the whole society. As one of the troika driving economic growth, especially after the reform and opening up, exports have successfully introduced a large number of international advanced technology and management experience to China, played an inestimable role in attracting foreign investment and undertaking the transfer of processing and manufacturing industries, and effectively promoted the rapid growth of China's economy and the substantial improvement of national production and living standards. However, in the context of the weak global economy, the frequent occurrence of unstable factors such as the trade war, the new crown epidemic, and the Russia-Ukraine war, the resurgence of international trade protectionism will further hinder China's progress in climbing the middle and high end of the global value chain, partly reflected in the strengthening of the review of green technology standards for Chinese export products by a few developed countries. How to use export trade to strengthen the green development orientation of the economy has always been the focus of extensive attention from all walks of life, and the research and findings related to this have been fruitful. Based on the above background and existing data, this paper uses a combination of theoretical analysis and empirical test to decompose the relationship and specific ways of export trade affecting urban green development. This paper first uses the panel data of 283 prefecture-level cities in China from 2011~2019, calculates the urban green total factor productivity level based on the ultra-efficient SBM model, uses it as a proxy index for green development, and decomposes green total factor productivity into green technology progress and technical efficiency indicators based on the global ML index, innovatively combines export trade with green total factor IIproductivity level, and studies the impact of export trade on urban green development. Then, the blended regression model, instrumental variable method, mediation effect and other strategic tools are used to estimate the equation, and robustness test and heterogeneity analysis are carried out. Finally, the research conclusions are: (1) On the whole, China's export trade can significantly promote the improvement of urban green development, and it is mainly biased to promote the improvement of green technology progress, and the promotion effect on technological efficiency is not obvious; (2) From the perspective of the mechanism, export trade can promote the green development of cities by optimizing the industrial structure and making green technology progress. (3) There is regional heterogeneity and heterogeneity of city scale in the green growth effect of export trade, and export trade in the eastern region can significantly improve the green development level of cities, and significantly promote the progress of local green technology and the improvement of technical efficiency. But for central and western cities, the green growth effect of export trade is not obvious. In addition, the export trade of megacities and above significantly promotes urban green development, while the promotion role of large, medium, and small cities is not significant. Finally, the article suggests that we should continue to strengthen the optimization of the structure of export products and strengthen environmental regulations, so as to drive the green transformation of Chinese economy.
