随着互联网与现实生活的密切交融，网络在全球角逐愈发白热化的形势下，已然成为“必争之地”。2014年，基于对国内外局势、时代形势以及我国发展现实需要与未来愿景的深入考量，党和政府明确提出了建设“网络强国”的战略目标。在互联网深刻影响人们生产、生活的时代背景下，网络安全意识、素养与能力，成为公民、特别是作为网络使用主体和强国建设后备力量的高校青年学生，在网络空间生存发展的“必备品”。高校网络安全教育关乎人才培养、社会稳定、强国建设，是网络时代一门不可或缺的“必修课”。新的发展目标向高校网络安全教育提出了新的发展要求，如何在“新要求”下提升高校网络安全教育实效性与引领力、引导青年学生成长为堪担建设“网络强国”重任的合格“数字公民”，是亟待研究的关键课题。
在透彻分析“网络强国”的主要内容、关键目标与使命任务，以及“高校网络安全教育”的根本问题、必要性与可能性等的基础上，建立起二者的关系链接，提出“要通过高校网络安全教育提供人才支撑，助力‘网络强国’目标实现”的创新性观点。“网络强国”目标从“需要什么样的建设者”出发，对高校网络安全教育提出了培育“数字公民”的全新要求，即要培育网络角色认知正确、网络价值观念与法律道德素养合格、维护网络安全的意识与能力强大的“数字公民”。虽然高校网络安全教育已经取得了一定的建设成效，但囿于网络社会、青年学生和网络安全教育自身建设的三重困境，对照“网络强国”建设目标提出的新要求而言，仍有一定差距。必须坚持以社会主义核心价值观为引领、确保网络空间意识形态正能量，以培养数字公民为目标、构建多元共育的网络安全教育格局，以加强网络空间治理为保障、规范网络公共领域，通过多措并举、多管齐下，着力缩小差距、提升高校网络安全教育实效，引导青年学生成长为意志坚定、素养良好、本领过硬的合格“数字公民”，为加快推进网络强国建设事业注入源源不断的青年智慧和青春力量。

How to improve the effectiveness and leading power of cyber safety education according to the "new requirements" and guide young students to grow into a positive force to promote the achievement of "cyberpower" has turn into a key issue to be settled urgently.
The research focuses on the correlation between the goal of "cyberpower" and "university cyber security education". Based on a thorough analysis of the main content, key goals and missions of "network power", as well as the fundamental problems, necessity and possibility of "college network security education", the relationship between the two is established. And put forward the innovative view of "providing talent support through network security education in colleges and universities to help realize the goal of 'network power'". Starting from "what kind of builders are needed", the goal of "network power" puts forward new requirements for the cultivation of "digital citizens" in the network security education of colleges and universities, that is, to cultivate "digital citizens" with correct cognition of network roles, qualified network values and legal ethics, and strong awareness and ability to maintain network security. Although network security education in colleges and universities has achieved certain results in construction, there is still a certain gap in the new requirements of the construction goal of "network power" due to the triple dilemma of network society, young students and network security education itself. It is necessary to adhere to the guidance of socialist core values, ensure the positive ideological energy of cyberspace, build a network security education pattern of diversity and co-education with the goal of cultivating digital citizens, reinforce the management of network space as a pledge, normalize the cyber common yield, and narrow the gap and improve the effectiveness of college network security education through multiple measures and multiple prongs. Guide young students to grow into qualified "digital citizens" with strong will, good literacy and excellent skills, and inject a steady stream of young wisdom and youth power into the cause of accelerating the construction of a network power.
