随着我国资源环境的约束程度逐渐增强,以资源和环境友好型的新能源产业逐渐成为了产业布局中的重要内容。而伴随着新能源技术的发展和不断成熟,将新能源技术应用在各个行业领域中,成为现代产业发展与创新的关键内容。其中,新能源在汽车产业中的应用意义尤其重大,不仅能够解决过去使用传统燃油过程中所产生的污染问题,同时还能够缓解对不可再生资源的消耗程度,减少对进口石油的依赖,对于我国的资源进口、资源消耗以及环境保护等方面都能够产生积极的、巨大的作用。但是在新能源汽车研发和生产过程中,汽车生产商们面临着较高的技术门槛、庞大的资金投入以及生产线的整合重构等诸多挑战和问题。为了扩大新能源汽车产业发展所产生的收益和效益,扶持新能源汽车产业的发展,我国从政策角度对新能源汽车产业的发展进行了多项扶持。其中,北京作为我国首都,面对日益增长的人口、机动车数量,表现出了对新能源汽车产业发展更加紧迫的需求。同时,从政策角度来看,北京新能源汽车产业政策在全国具备一定的代表性,因此以北京新能源汽车产业政策为对象展开研究。 本文基于效能评估的视角,结合产业政策效能相关理论,对北京新能源汽车产业政策的效能进行评估分析,通过对北京新能源汽车产业政策的梳理,采用效能评估科学方法进行具体的评估,进而全方位了解北京新能源汽车产业政策的效能优势与缺失之处。其次,通过对发达国家新能源汽车产业政策的调查与分析,以美国、日本、欧盟三个国家和地区为例,对其新能源汽车产业政策实行现状进行分析,进而总结对于我国新能源汽车产业政策带来的启示。最后,基于现状的分析以及经验的借鉴,对提升北京新能源汽车产业政策效能提出具体的措施与建议,即理念层面应当准确把握政策设计制定的思路、制度层面应当完善新能源汽车产业政策体系、操作层面应当健全新能源汽车产业政策实施机制等。通过本文的研究,一方面能够对北京新能源汽车产业政策效能进行科学评估,为下一步决策提供依据;另一方面也能够为我国其他地区新能源汽车产业政策效能的提升提供参考和借鉴。

With the increasing constraints of China's resources and environment, the new energy industry with friendly resources and environment has gradually become an important part of the industrial layout. With the development and maturity of new energy technology, the application of new energy technology in various industries is the key content for the development and innovation of modern industry. Among them, the significance of the application of new energy in the automotive industry is especially important, not only can solve the pollution problem brought by the past use of the traditional fuel in the process, but also can alleviate the degree of the consumption of non renewable resources, reducing dependence on imported oil, the source of imports in China, resource consumption and environmental protection etc. to have a positive and significant role. But in the process of R & D and production of new energy vehicles, auto manufacturers face many challenges and problems, such as high technology threshold, huge capital investment and integration and reconstruction of production line. In order to expand the benefits and benefits generated by the development of new energy vehicle industry and support the development of new energy vehicle industry, China has made many supports from the policy point of view to the development of new energy vehicle industry. Among them, Beijing, as the capital of our country, is facing more urgent demand for the development of new energy vehicle industry in the face of the increasing population and motor vehicle quantity. Meanwhile, from the policy point of view, Beijing's new energy automotive industry policy has certain representativeness in the whole country. Therefore, the new energy automobile industry policy of Beijing is taken as the object of study. This paper based on the perspective of performance evaluation, combined with the related theory of industrial policy effectiveness, Beijing new energy automobile industry policy effectiveness assessment analysis, through to the Beijing new energy automobile industry policy comb, adopting scientific efficiency evaluation method for specific assessment, and understand the full range of performance advantages and disadvantages of Beijing new energy automobile industry policy. Secondly, through the investigation and analysis of the developed countries in the new energy automotive industry policy, to the United States, Japan, the EU three countries and regions, for example, analysis of the status of the implementation of the new energy automobile industry policy, and then summarize to bring new energy automotive industry policy in china. Finally, the status quo analysis and experience based on the proposed concrete measures and suggestions to enhance the Beijing new energy automotive industry policy efficiency, namely the idea level should accurately grasp the idea of system level design policy formulation should improve the new energy automobile industry policy system, should improve the operational level of new energy automotive industry policy implementation mechanism. Through the research in this paper, on the one hand, we can make a scientific assessment of the new energy automotive industry policy effectiveness in Beijing, and provide a basis for the next decision making. On the other hand, it can also provide references for the promotion of the new energy automotive industry policy efficiency in other parts of China.
