2020年10月13日,中共中央、国务院印发《深化新时代教育评价改革总体方案》,明确提出要“完善义务教育质量监测制度,加强监测结果运用,促进义务教育优质均衡发展”。义务教育质量监测结果应用是发挥监测功能的重要一环,是将监测结果应用到教育管理、教育质量提升的具体工作之中,如何理解监测结果,如何针对监测结果制订相关政策,如何利用监测结果推动教育教学改革已成为政府职能转变中的重要课题。 在国家建立了明确的监测制度和加强了国家义务教育质量监测结果应用的同时,各省市、各区县日益重视对监测结果的有效应用,在国家开展各类监测结果应用实践引领下,各地也积极探索实践,从着力提升对监测结果认识,全力确保监测有效实施,助力监测结果与教学紧密结合,致力基于监测结果开展区域管理与决策等方面进行了有效的模式探索。 本研究从实证案例分析和定性比较分析两个方面,对北京市、湖南省、上海市长宁区、浙江省台州市等四地在开展义务教育质量监测结果应用的实践进行案例分析,总结了区域在质量监测结果应用中有一定影响力和可行性的有效模式;同时,对40个(省、地市、区县)监测结果应用实践案例开展定性比较分析,以40个地方监测结果应用效果为研究对象,运用模糊集定性比较分析方法,以地方监测结果应用效果为结果变量,将体系建设与保障、应用实践环节、教育决策与管理、教育教学改进4个维度的15个因素作为条件解释变量,经过单因素必要性分析以及单维度、多维度的充分条件组合分析,探索了监测结果应用路径以及应用效果差的因素组合。结果发现“结果解读”、“计划制定”、“纳入考核体系”、“进行调研分析”、“进行执行效益评估”等指标是影响应用工作效果的重要条件。综合分析认为,在区域的监测结果应用中,理解监测结果、开展原因的调研分析、制订改进计划、评估改进效益、实行问责制度等是监测结果有效应用的重要成分。该结果为充分发挥教育评价的导向功能,进一步推进区域义务教育质量监测结果应用工作提供了参考。 |

On October 13, 2020, the Central Committee of the Communist Party of China and the State Council issued the Overall Plan for Deepening Educational Evaluation Reform in the New Era, clearly stating that "the state shall improve the system for monitoring the quality of compulsory education, strengthen the application of monitoring results, and promote the quality and balanced development of compulsory education." Carrying out the application of compulsory education quality monitoring results is of great significance to scientific education, talent work, and improving the refinement and scientific nature of education management. The application of monitoring results in policy formulation, implementation and effect test has become an important topic in the transformation of government functions. The operation of the country's compulsory education quality monitoring system is inseparable from the development of regional corresponding work. At the same time, the effective application of the monitoring results by the region is the top priority. Under the guidance of the country’s implementation of various monitoring results application practices, the region is also exploring and accumulating valuable experience in the application of monitoring results, focusing on improving the understanding of monitoring results, making every effort to ensure the effective implementation of monitoring, helping the monitoring results to be closely integrated with teaching, and committed to monitoring based on monitoring. As a result, effective model exploration was carried out in areas such as regional management and decision-making. This study conducted an empirical case analysis and the qualitative comparative analysis on the regional practical case of implementation of compulsory education monitoring results, attempts to summarize a certain influence, and the feasibility of effective model. The effective model provides a powerful reference for giving full play to the guiding function of education evaluation and further promoting the application of regional compulsory education quality monitoring results. |
