本研究的缘由源于土耳其积极参与中国政府的“一带一路”倡议,以及中国在此倡议下通过文化外交提升自身软实力的必要性。来华留学教育在文化外交方面的价值和潜力值得深入挖掘,本人作为土耳其来华留学生,有着丰富的切身体验和思考。

本研究基于软实力理论,通过运用半结构式访谈开展质性研究,从日常沟通、战略沟通、发展长期关系三个维度,分析了“一带一路”倡议下土耳其来华留学教育的中土文化外交功能,并探讨了当前土耳其来华留学教育在发挥文化外交功能方面面临的问题与挑战。本研究首先基于文化外交概念框架,探讨了中土关系、教育与文化关系以及中土国际教育活动的发展,通过对在华及曾在华留学的本科生、硕士研究生进行研究,试图解释来华留学教育在其中的实际效果。研究的主要问题包括:自土耳其加入“一带一路”倡议以来,土耳其来华留学教育在两国文化外交方面发挥了怎样的功能?当前土耳其来华留学教育在发挥文化外交功能方面面临哪些问题与挑战?

研究结果表明,土耳其来华留学教育在中土文化外交中发挥了重要作用。在日常沟通维度,土耳其来华留学教育帮助土耳其人了解真实的中国,支持其浸润式体验中国的语言与文化。在战略沟通维度,土耳其来华留学教育培养了中土文化使者,促进土耳其人了解和参与“一带一路”倡议。在发展长期关系维度,土耳其来华留学教育帮助土耳其人建立长期的在华社交网络,促进他们参与中国政府的外交活动,并吸引更多土耳其人来华发展。然而,本研究也发现,语言障碍、文化差异、社交隔阂、缺乏支持与了解等问题和挑战阻碍了土耳其来华留学教育应有文化外交功能的充分发挥。为了更好地实现这一目标,需要进一步加强合作,提供更多支持和资源,解决当前存在的问题与挑战,推动中土关系向更深层次发展。

外文摘要:

 The impetus for this study stems from Turkey's active participation in the Chinese government's Belt and Road Initiative (BRI) and China's necessity to enhance its soft power through cultural diplomacy under this initiative. The value and potential of studying in China for cultural diplomacy deserve in-depth exploration, and as a Turkish student studying in China, I have rich personal experiences and insights to offer.

Based on the theory of soft power, this study employs qualitative research through semi-structured interviews to analyze the cultural diplomacy functions of Turkish students studying in China under the BRI from three dimensions: daily communication, strategic communication, and long-term relationship development. The study also explores the current issues and challenges faced by Turkish students in China in fulfilling their cultural diplomacy roles. Initially, this study examines the development of Sino-Turkish relations, educational and cultural relations, and international educational activities based on the conceptual framework of cultural diplomacy. Through research on undergraduate and graduate students who are currently or have previously studied in China, the study aims to explain the practical impact of studying in China on cultural diplomacy. The main research questions include: Since Turkey joined the BRI, what functions has Turkish education in China served in the cultural diplomacy between the two countries? What are the current issues and challenges faced by Turkish students in China in fulfilling their cultural diplomacy roles?

The research findings indicate that Turkish education in China plays a significant role in Sino-Turkish cultural diplomacy. In the dimension of daily communication, it helps Turkish people understand the real China and supports an immersive experience of Chinese language and culture. In the strategic communication dimension, it cultivates cultural ambassadors who promote understanding and participation in the BRI among Turkish people. In the dimension of long-term relationship development, it helps Turkish students establish long-term social networks in China, encouraging their participation in Chinese governmental diplomatic activities and attracting more Turkish people to develop in China. However, the study also identifies obstacles such as language barriers, cultural differences, social isolation, and a lack of support and understanding, which hinder the effective functioning of Turkish education in China as a means of cultural diplomacy. To better achieve this goal, it is necessary to further strengthen cooperation, provide more support and resources, address the existing issues and challenges, and promote deeper Sino-Turkish relations.
