社会服务项目的评估,是指运用社会科学的研究方法对社会服务项目的建设、规划、执行以及效果等方面作出诊断、检查和评估的科学行为,其中包括项目中期与后期的评估。中期评估涉及对社会服务目标的评估以及社会服务流程的评估，其目的是让社会工作者能够有效的进行社会服务。项目后期的评估主要是针对社会服务的结果、作用和效果的评估。
二零二零年年初，我国爆发了新冠肺炎疫情，我们国家迅速并果断采用了紧急的防控手段以此来控制新冠病毒的蔓延，各个行业都在此次新冠疫情中被迫快速适应线上办公这一新模式。社会服务项目评估虽然有着实地评估的传统，但在大环境下不得不选择线上评估的方式代替实地评估。在互联网时代下，灵活的线上评估极有可能成为社会服务项目评估未来发展的趋势。
然而作为舶来品的社会服务项目评估，我国的评估无论是体系上，还是实践上的发展都不是很成熟，因此疫情时期线上评估的实践，可能给探索社会服务评估未来的发展，提供了更多经验和思路。
本研究通过理顺“社会服务项目”、“线上评估”“互联网特点”等关键词的相关文献，梳理发现：国内外有关社会服务项目评估、线上评估研究都有一定的研究成果，这些成果都为本文提供了较好的理论基础，但目前仍存在一些研究盲点与问题有待突破。因此，本研究借助“CIPP”评估理论“委托代理理论”与“创新扩散理论”的理论要素构建本文的理论框架，采用半结构访谈法即对案例项目中的三方负责人即购买方、执行方、评估方及评估工作人员进行访谈，收集访谈资料，用来帮助理清，因疫情与互联网浪潮的趋势所产生的外部环境变化与采用线上评估所带来的影响变化，来思考线上评估的发展潜力。
本研究发现，线上评估依托于互联网技术能够实现评估功能跨时空的复刻与延伸，但也会因为互联网技术、时代潮流、政府力量以及疫情等因素，给社会服务项目评估的三方即购买方、执行方、评估方，带来了多重影响。总体而言，从购买方的角度上来看，减缓了疫情期间购买评估服务的压力，从执行方的角度上来看，会增加项目执行方被邀标的机率，有利于规范执行方的档案材料格式，不过也存在着加大社会工作者负担的问题；从评估方的角度上看，线上评估能够削减成本，提升效率，提高评估服务质量，不过评估的结果容易出现真实性存疑的问题。
总的来说，在评估当中，线上评估这种方式可以实现较大规模的资源覆盖与共享，有利于评估成本的降低以及评估效率的提升，对于实现当前评估需求以及促进社会服务项目评估的发展起到了一定的促进作用。但在实际使用中，人们需要对互联网特征及技术有更深入的反思与应用，线上评估与线下评估相结合，双管齐下，让社会服务项目评估实现更加高效的融合与发展。

likely to become the future development trend of social service project evaluation.

However, as an imported social service project evaluation, my country's

evaluation is immature both in terms of system and practice. Therefore, the practice of

online evaluation during the epidemic period may provide more experience for

exploring the future development of social service evaluation. with ideas.

By sorting out relevant literature on keywords such as "social service

projects", "online assessment", and "Internet characteristics", this paper finds that there

are certain research results in domestic and foreign research on social service project

assessment and online assessment, and these results are all It provides a good theoretical IV

basis for this paper, but there are still some research blind spots and problems to be

solved. Therefore, this paper uses the theoretical elements of the "CIPP" evaluation

theory, "principal-agent theory" and "innovation diffusion theory" to construct an

analytical framework, and uses semi-structured interviews to interview the three parties

in charge of the case project, namely the purchaser, the implementer, the evaluator and

the evaluation staff conducted interviews and collected interview materials to help

clarify the changes in the external environment caused by the trend of the epidemic and

the Internet wave and the impact changes brought about by the adoption of online

evaluations, so as to think about the development potential of online evaluations.

The study found that online evaluation relies on Internet technology to realize

the replication and extension of evaluation functions across time and space, but also

because of factors such as Internet technology, the trend of the times, government forces,

and the epidemic, the three parties in the evaluation of social service projects, namely

the buyer, The executor and the evaluator have brought multiple impacts. In general,

from the buyer's point of view, it eases the pressure of purchasing evaluation services

during the epidemic. From the executor's point of view, it will increase the probability

of the project executor being invited to bid, which is conducive to standardizing the

executor's file format. However, there is also the problem of increasing the burden on

social workers; from the perspective of the evaluator, online evaluation can reduce costs,

improve efficiency, and improve the quality of evaluation services, but the evaluation

results are prone to questions of authenticity.

In general, online evaluation can achieve larger-scale resource coverage and

sharing in evaluation, which is beneficial to cost reduction and efficiency improvement,

and has played a certain role in meeting current evaluation needs and promoting the

development of social service project evaluation. However, in actual use, people need

to have a more in-depth reflection and application of Internet characteristics and

technologies, and the combination of online evaluation and offline evaluation.
