在经济的高速发展、城市化进程加速和土地出让制度改革的大背景下,土地作为重要的生产和生活资料在流转中产生大量增值收益,并通过土地成交价款得以显化。为进一步认识土地价值的显化形式,本文以2001年至2014年北京市土地市场的成交数据和成交地块空间矢量数据依托,以地价相关理论为基础,分析了北京市公开出让土地价格的影响因素,并建立公开出让土地价格的hedonic模型,研究各影响因素对地价的影响程度。研究成果试图对如何实现土地价值的最大化具有一定的启发和前瞻作用,为制定土地公开出让政策及管理规则提供依据,以引导土地市场的健康发展。本文分三大方面对上述问题进行了研究和论述。首先,在介绍土地公开出让制度的历史沿革,分析北京市公开出让土地市场的发展和现状的基础上,立足于2001—2014年北京市土地公开出让成交数据,分析公开出让土地成交总价和单价的变化特征。 其次,通过对地租地价理论、区位地价理论、土地市场均衡理论和不动产估价理论的研究,总结城市土地价格的影响因素。结合北京市实际情况,综合提出北京市公开出让土地价格的影响因素。最后,结合北京市城市土地价格影响因素的研究成果和数据获取的可行性,选取38个指标对影响因素进行量化,并通过相关性分析进行筛选,最终确定 25个量化指标作为自变量,以成交地面单价作为因变量,建立线性、半对数和对数hedonic模型,进行实证分析。通过对模型结果进行分析比较,综合分析各自变量对因变量的影响程度。结果显示,宗地自身属性因素对成交地面单价影响最为普遍,包括规划情况、土地开发情况和土地成交情况等。成交地面单价对容积率、综合出让金水平、楼面成本单价和规划用途的变化十分敏感。且容积率、楼面成本单价和综合出让金水平的平均标准系数也维持在较高水平,可见容积率、楼面成本单价和综合出让金水平是影响城市土地公开出让价格的重要因素。

Under the background of rapid development of economy, the acceleration of urbanization process and the reform of land transfer system, land as an important material of production and life has produced a large amount of value-added benefits in the transfer process, which is manifested through land transaction price. In order to further understand the manifestation form of land value, this paper relies on the spatial vector data of the transaction data and transaction lands in the land market in Beijing from 2001 to 2014. On basis of the land price relevant theories, this paper makes an analysis on the factors influencing the public transfer land price in Beijing and establishes a hedonic model of the public transfer land price, so as to study the influence degree of various influencing factors on the land price. This research result attempts to play certain inspiring and prospective role on the realization of the land value maximization and provide reference for the formulation of land public transfer policy and management rules, thus guiding the healthy development of the land market. This paper carries out research and discussion on the above issues from three aspects.First of all, on basis of introducing the historical evolution of the land public transfer system and analyzing the development and current situation of the public transfer land market in Beijing City, this paper keeps a foothold on the transaction data of land public transfer in Beijing from 2001 to 2014, and makes an analysis on the change characteristics of the public transfer land transaction total price and unit price.Secondly, through the research on the land rent and land price theory, land location and price theory, land market equilibrium theory and real estate appraisal theory, this paper summarizes the influencing factors of land price in cities. Combined with the actual situation in Beijing City, it proposes the influencing factors of public transfer land price in Beijing City.Finally, with the combination of the research results of land price influencing factors in Beijing City and the feasibility of the data acquisition, this paper selects 38 indicators to quantify the influencing factors and finally determines 25 quantitative indicators as the independent variables and the transaction land unit price as the dependent variable through the correlation analysis. It establishes the linear, semi log and log hedonic model to make the empirical analysis.Through the analysis and comparison of the model results, it comprehensively analyzes the influence degree of each independent variable on the dependent variable.The results have shown that the own attributes of land parcel has the most common impact on the transaction land unit price, including the planning situation, land development situation and land transaction situation. The transaction land unit price is very sensitive to the changes of plot ratio, comprehensive transfer fee level, cost unit price of floor, and planning purposes. Also, the average standard coefficient of plot ratio, comprehensive transfer fee level, cost unit price of floor and planning purposes are maintained at the relatively high level. It is thus clear that plot ratio, comprehensive transfer fee level, cost unit price of floor and planning purposes are the important factors influencing the land public transfer price in cities.
