能源是现代社会中人类赖以生存和发展的基础,关系到国民经济的长期可持续发展,是国家安全保障战略的基础之一。由于人类能源消费的剧增、化石燃料的匮乏以及生态环境日趋恶化,包括太阳能、风能、水能、生物质能、海洋能、地热能在内的新能源引起了很多国家的关注。以德国、日本和美国为代表的一部分发达国家的新能源产业迅速成长,积累了不少成功经验。与这些国家相比,我国新能源的开发虽然起步较晚,但也取得了一定的成效,在一些领域进步较快,同时也面临着一些问题。研究新能源产业发展的动力机制,对我国新能源产业未来的发展有重要的意义。 本文的研究围绕新能源产业的发展状况和成长中存在的问题,根据新能源产业发展的动态性和系统性,采取规范研究与实证研究相结合的方法,力求揭示新能源产业发展的动力机制和运行规律。结合研究结果,对新能源产业发展的目标、途径和待解决的问题提出了相关政策建议。各章节的内容安排如下: 第一章是绪论部分。介绍研究背景、目的和意义,界定新能源的定义和特点,并对前人的相关研究成果进行梳理归纳。在此基础上,提出研究的问题和解决问题的思路。 第二章对新能源产业和化石能源产业进行比较研究。研究新能源产业和化石能源产业的不同特征;新能源不仅能够缓解世界能源紧缺的状况,而且具有保护环境、可持续利用等优势;对中国和国外新能源产业发展进行比较分析;找到差距的表现和差距的根源所在。 第三章阐述了新能源替代化石能源的机制。明确了新能源在中国能源问题中的战略地位。技术进步和能源政策对新能源产业发展都具有不可忽视的贡献,但是它们都无法从根本上解决新能源产业的发展问题。市场是能源替代的根本途径,然而由于新能源的特殊性和能源问题的紧迫性,不能仅仅依靠市场调节去完成这个过程。 第四章建立起新能源产业发展动力机制的系统动力学模型。在介绍产业发展系统特征的基础上,通过建立模型来模拟这个机制的作用过程。对模型的说明包括设计思路、参数选择、常数值的确定等方面。 第五章说明中国新能源产业动力不足的原因。主要是现有能源政策对新能源产业的不利影响、技术落后和资金匮乏制约着新能源产业发展。从根本上说,新能源产业发展的最大制约是市场机制的作用未能有效发挥。 第六章对区域新能源产业发展状况进行调查研究。选取了有代表性的两个研究区,江苏省与保定市,分析这两个研究区新能源产业的发展状况和特点,对它们成长过程中的动力机制进行研究,并且对二者不同的发展模式进行比较;使用第四章建立的动力机制模型,模拟区域新能源产业发展的动力机制,预测区域新能源产业成长趋势,定量分析市场机制中各因素对区域新能源产业发展的作用。找出区域新能源产业发展的制约,并给出相应的建议。 第七章为结论和讨论部分。通过前文的研究,可以得到一些基本的结论和建议。在此期间发现的而未能深入讨论的问题,留到以后再做研究。

Energy is the basis for the survival and human development in modern society. Energy supply capacity, which is one of strategic safety guarantee of national security, is an issue related to the sustainability of national economy. New energy, including solar energy, wind energy, hydropower, biomass energy, ocean energy, geothermal energy, has attracted much attention because of the energy consumption leap, scarcity of fossil energy and deterioration of Eco-environmental situation. New energy industry has grown rapidly in some developed countries,who have many successful experiences, such as German, Japan and America. Compared with western countries, new energy industry, which is making progress rapidly in some fields in china, get some certain effects though it begins lately. Meanwhile, some problems have appeared. To keep an eye on new energy industry development in China, it is a meaningful research on the dynamic mechanism of the new energy industry development.The main purpose of this study focuses on the dynamic mechanism and principles of new energy industry development, by researching its development situation and troubles, with normative research method and empirical research method, based on its dynamic characteristics and systematic characteristics. Some countermeasure suggestions are made based on the goals, approaches and problems to be solved. The main content of each chapter is the following.Chapter one is the introduction about the background, aim, meaning and the definition of new energy industry. The research problems and ideas of solutions are put forward on the basis or the overview of research.Two comparative analyses are carried out in chapter two. One is a comparative study on fossil energy and new energy, including the characteristics and the advantages of new energy, which is helpful to maintain the sustainability, relieve the handicap of energy and protect environment. Another is aimed at finding the gap between the new energy industry in China and that in some developed countries. Mechanism of energy substation is interpreted in chapter three. Strategic position of new energy in china is confirmed. Energy policies and technical progress can’t solve energy problems radically, though they have made important contributions. Market mechanism is basic in energy substation. However, it is not enough to just depend on market mechanism because of the particularity of new energy industry and the urgency of energy problems.System dynamics model is formed in chapter four. The computer program, with the explanation to ideas, parameter selection and constant, and so on, is designed to simulate the mechanism according to the systematic characteristics of the industry. Chapter five is about the reason for the absence of motivation to new energy industry in China. Fundamentally, market mechanism function fails to give full exertion. All the problems are revealed, such as adverse effect of energy policy, falling behind in technology and the shortage of capital.Chapter six is the investigation of regional new energy industry. Two representative areas, which are Jiangsu province and Baoding city, have been selected. On the one hand, new energy industries in these areas are compared to ascertain the dynamic mechanism during their development. On the other hand, the model in chapter four, which is taken as a quantitative analysis, is used to simulate the dynamic mechanism. The research aims to finding the restriction of new energy industry and give corresponding policy recommendations. Chapter seven gives some fundamental conclusions and discussions, which are based on the previous research. A certain questions, found in these work, will be considered in the future.
