民航业的发展带来对飞机维修人员的较大需求,但目前国内各航空公司虽然开始对飞机维修人员加以重视,通过提高薪酬和待遇,并进行人员引进和补充,以建立能够满足公司发展需要的飞机维修人员队伍,但在具体的过程中,缺乏有效的飞机维修部门人力资源规划管理,在一定程度上导致飞机维修人员无法在数量上和资质上保证公司发展所需,公司乃至行业的可持续健康发展受到一定的影响。鉴于此,本文在对国内部分航空公司飞机维修部门人力资源现状和人力资源规划工作现状进行研究的基础上,通过对人力资源规划理论的阐述,结合国内H航空公司飞机维修部门人力资源工作的实际情况进行分析,进行飞机维修人力资源规划的研究,从理论上、方法上和思路上,找出能够与环境相适应,为解决航空业发展与飞机维修人力资源保障的矛盾的可行方案。本文通过对H航空公司飞机维修部门人力资源现状进行分析,按照对公司发展战略设想和中国民航航空局对飞机维修人员配置的基本要求,进行预测期内维修工程部的人力资源需求预测,通过分析内部供给和外部供给进行供给预测,做出该公司飞机维修部门的维修人力资源规划。与维修人力资源规划相匹配,对相关的培训保障、资金保障、人员技术等级、薪酬设计、激励制度和人力资源管理信息平台建设的各个方面,进行了深入细致的研究,设计了维修人力资源规划的制度保障相关体系,以使合理的规划得到良好的实施。同时,本文特别对飞机维修人力资源规划的动态调整和闭环控制以及与公司人力资源部门、规划发展部门协同合作,信息沟通反馈加以分析研究和阐述,以使人力资源规划能够动态的反映公司在各个发展时期的内部环境和外部环境的变化,以准确反映人力资源现状和保证公司发展的需要。

The fast growing of civil aviation business in China has created great needs for engineers and mechanics with knowledge and skill. However, we are still short of systematic human resource planning tools, although airlines has taken action on it by improving the salary or other ware fare for personnel to get the necessary needs temporarily, to plan and to develop the talents neither on quality nor on quantity. Therefore, it impacts the sustainability of airlines or the civil aviation itself.Hereof, I will take this opportunity to bring my recommendation and thoughts on HR planning in terms of analyzing the current HR status of H Airlines and of evaluating all HR planning system of other Chinese airlines, proceeded the deep dive on HR planning , in order to find appropriate HR planning system to meet the needs of human resource for airlines, consequently, to enable airlines to envision their HR planning theoretically, practically and ideologically and resolve the conflicts between HR shortage and the fast growing of the civil aviation over the long haul.Based on the analysis of current HR situation in H Airlines, we can figure out the needs on HR within the Maintenance & Engineering Department in accordance with strategy of airlines and basic requirement. Ultimately, make the HR planning for airlines after analyzing the supply from within and without your own organization.According to the HR planning on maintenance staff, I had profoundly research regarding the all assurance covers training, investment and budgeting, technical grading, waging, awarding, and also the information system of HR planning, framed the maintenance HR regulation, therefore, implement the plan more efficiently.In addition, I will analyze specifically for the dynamic adjustment for airlines HR planning, closed loop controlling, and collaboration between the HR and Planning subdivisions, collected feedback for further analysis, enable our HR plan could reflect the internal and external change of airlines dynamically, reflect the current HR status accurately, to ensure the healthy development of the airlines.
