大数据技术与应用在带给人们便利的同时，也会不可避免地带来对于公民个人信息权益的侵害，而未成年人群体因为心智发育尚未成熟，更容易受到侵害。本文通过整理分析过往的学界研究成果，总结、研究了当前未成年人个人信息保护现状，发现了在当前的法律保护体系中存在“缺乏集中规定”及“可操作性不强”这两大缺陷。通过比较法研究，总结了欧美国家的域外法经验。最后建议完善相关法律规定，在集中进行规定的基础上提高可操作性，合理设置未成年人个人信息保护年龄，并完善监护人同意制度；建议完善监管体系，并加强各方协调保护。

Finally, it is recommended to improve relevant legal regulations, improve operability on the basis of centralized regulations, reasonably set the age of personal information protection, and improve the individual consent system; it is recommended to improve the supervision system and strengthen some common protections.
