因为教育质量是高等教育的生命线,高校的教学质量又是高等教育质量的关键点,所以世界范围内的各高校都越发重视起高等教育质量和教学质量。出于对高等教育质量保障体系和教学质量保障体系建设的考虑,英国颁布了相关政策,编订了评估教育质量的标准和指标。
本研究选取了英国一所典型的世界一流大学——剑桥大学及其动物学部作为个案,分别从内外部教学质量保障体系的角度出发,梳理了在外部教学质量保障体系中发挥主要作用的英国高等教育质量保障署(QAA)在教学质量评估中发挥的角色、发展和现状等。除此之外,还梳理了QAA对高校进行院校审核的全过程,以及评估的重点。研究采用了全面质量管理理论分析框架,从共同愿景及战略计划、顾客导向、全员参与、日常管理的技术和方法、持续改进五个分析方面出发,将教学质量评估活动的内容划分为六个维度,包括:课程设计、内容与组织;教、学与评估;学生进步与成绩;学生支持与指导;学习资源;质量管理与提高,从而深入分析了剑桥大学及其生物系的动物学部在教学质量保障体系建设及运行等方面的经验,归纳总结出了英国剑桥大学教学保障体系成功的有益经验。
研究发现,剑桥大学具备多层次、多主体的教学质量保障组织机构设置、具有一致的教学质量保障文化与理念,高效且具有建设性的教学质量评估流程,以学生为中心、注重学生需求,以及具备自发性和动态改进的意识是剑桥大学教学质量保障体系的显著特点。剑桥大学的经验对我国建设教学质量保障体系具有一定启示,例如加强高校教学质量保障体系中多元主体的和谐发展,增强高校在教学质量保障中的主体地位及主导角色,增强教学质量评估的建设性,高校认识到内外教学质量保障所扮演的角色等。

Because,the life of higher education lies in it’s quality, and the quality of teaching of universities is the core of higher education. Therefore, universities around the world pay more attention to the quality of higher education and the quality of teaching. In consideration of the quality assurance system and the construction of the teaching quality assurance system, the United Kingdom has promulgated policies to improve the quality of teaching in universities and has achieved many progress.
This study has reviewed the development and status quo of teaching quality assurance system in the UK, and selects a typical World-class University: The University of Cambridge, and a World-class subject: the biological science as a case. Based on the theory of Total Quality Management, this study analyzes the teaching quality assurance system from the five aspects including the shared vision, customer orientation, full participation, process management and continuous improvement, and from the six dimensions including curricumlum design, content and organization; teaching, learning and assessment; student progression and achievement; student support and guidance; learning resources; quality management and enhancement, makes in-depth analysis of construction of teaching quality system of Cambridge University and the Department.
Then the study summarizes the dominant characteristics and useful experiences of teaching quality assurance system of the University. The study finds that Cambridge University has many characteristics including a multi-level, multi-subject teaching quality assurance organizational structure, a consistent and effective teaching quality assurance culture within and without the University, attaching great importance to the role of cosumers of higher education: students and the needs of students, also always improving it’s own teaching quality assurance system on it’s own initiative. The effective measures of teaching quality assurance system construction provide useful experiences for China to learn from, such as strengthening the harmonious development and cooperation between multi subjects within the teaching quality assurance system, heightening the dominant role of university in constructing the teaching quality assurance system, making full use of teaching and learning quality assessment so as to improve activities itself, and recognizing the roles of internal and external teaching quality assurance system.
