课程作为高等教育的核心要素,其质量高低直接关系到高等教育质量提升和人才培养目标的实现,而在所有影响高校课程质量的因素中,高校课程政策处于核心地位。改革开放三十五年来,我国高校课程政策变化显著、高校课程改革取得了较大进展,人们对课程改革的关注日益增加,对课程政策的研究也逐步发展,然而从学生学习需求的视角开展课程政策研究的比较少,因此本文的研究对于课程政策领域具有一定开拓意义。本文以政策学、人本主义课程理论为基础,采用文献研究、历史考察等方法系统梳理课程政策,基于学习需求调查的分析,总结问题,提出建议。论文共分为四大部分。第一部分为引言和研究设计。阐明本研究的选题缘由和意义,在搜集整理相关研究成果的基础上确定本研究的设计思路。第二部分为改革开放以来我国高校课程政策演变的时代背景和内容分析,并根据课程政策在不同时期的特征分为四个时期:恢复发展和专才教育时期(1978-1984);迅速发展和体制改革时期(1985-1993);深化改革和素质教育时期(1994-1999);科学发展和质量工程时期(2000-2012)。第三部分为北京市属高校学生学习需求调查,从课程内容、课程结构、课程实施、课程评价、学生需求五个方面对学生学习需求进行分析。第四部分则在分析课程政策改革和学生学习需求之间差距的基础上,提出课程改革建议:变革高校课程政策理念;构建高校多样化课程体系;改善高校课程管理机制,以期推动高校课程政策改革有序、健康发展。

The quality of university curriculum which acts as the core of higher education directly affects how to improve the quality of higher education and fulfill the objective of cultivating talents. The curriculum policy for university plays a core role among all the factors influencing the quality of university curriculum. Great progress has been made in our nation’s university curriculum reform since the thirty-five years reform and opening up. The research on the curriculum policy is going further while the curriculum reform is getting more and more attention. However, there are fewer studies on curriculum policy from the perspective of students’ need. This thesis do innovative research on this subject, which will do benefit to curriculum policy for university. This thesis gives a systematic account of curriculum policy based on literature and history research, the theory of policy science, humanism and so on. A sampling investigation on students’ need is carried out and its result is analyzed. Finally, it does a summary and put forward some suggestions from the perspective of students’ need.This thesis is divided into four major parts.The first part is introduction and research design. It introduces the research backgrounds and values and then gives the design thought of this thesis based on the organizing and reviewing of relevant literature and achievements.The second part is mainly about the evolution of curriculum policy for university which covers the backgrounds and contents since the reform and opening up. It is divided into four stages according to the characters in different stages: recovery development and specialty education (1978-1984); all-round development and system reform (1985-1993); further reform and quality education (1994-1999); scientific development and quality project (2000-2012).The third part is a survey of the curriculum experience and need which is conducted between undergraduates in the university in Beijing. The content of curriculum, the architecture of curriculum, the implement of curriculum, the evaluation of curriculum and students’ need are all taking into account.The forth part is the suggestion about curriculum reform on the basis on analysis of gap between curriculum reform and the students’ need. The suggestions are as follows: change the idea of curriculum reform; construct a diversified curriculum system; improve the management mechanism. All these suggestions aim at promoting the reform of curriculum policy for university.
