随着中国社会经济的发展，中国老龄化发展呈现以下特点：老年人口基数大，增长速度快；人口老龄化区域间发展不平衡；人口老龄化发展与经济社会发展不协调。而与之相对应的是处于社会转型时期的中国，由公共部门提供的公共养老资源和私人部门提供的养老商品均不能满足日益增长的老龄人口的多元化需求。社会组织作为介于公共部门和私人部门之间的第三部门，从一定程度上弥补了政府失灵和市场失灵。本文选取HT社会组织为个案研究对象，通过在天津、北京地区实地调研与访谈了解HT组织的创建及运作，以及该组织如何实现政府、市场与社会组织职能的有机联结等问题，运用嵌入性相关理论分析HT组织的养老服务集群化发展中的创新之处，并试图证明两个推论：其一，关系嵌入性和结构嵌入性对于基于发展需要而内生形成的社会组织集群中的主体行为决策及行为产生具有一定影响；其二，从嵌入层次角度，论证经济嵌入、体制嵌入和社会嵌入三个层面与促进社会组织竞争力提高的相关性问题。

With China's social and economic development ,China's aging population development present the following features: old population base bigger, growing at a faster pace; population aging regional development is not balanced; the aging population not coordinated with economic and social development. And with the corresponding is during the social transformation period, public pension resources provided by public sector and the endowment items provided by private sector are not to meet the growing demand of the diversity of the ageing population.And social organizations as the third organization between public sectors and private sectors, from a certain degree makes up for government failure and market failure. This paper selects HT social organizations as a case study object,through the investigation and interview understand the building and operation of HT, and know HT how to realize the organization of government, market and social organization functions such as organic connection problems.and to analyse HT's endowment services in the development of innovation cluster by using embedding theoretical. Then to prove two corollary: firstly, relations embedding and structural embedding have certain effect for endogenous formation social organization cluster’s behavior decision-making and behavior; Secondly, from the angle of embedded levels, demonstrates the relationship between economic embedded, system embedded and social embedding three planes and social organization competitive ability.
