义务教育是人的一生中历时最长的学校教育,是宪法赋予的基本权利,社会公平的起点。均衡发展义务教育,是我国社会主义制度的本质要求,是办人民满意的教育的迫切需要,是教育事业发展的内在需求。党和国家高度重视义务教育的均衡发展,教育部制定了义务教育均衡发展的目标,有关的研究和实践近年来也在不断进行,但一直未形成比较一致、能够普遍推广的措施和办法。以区域的实践为切入点,研究义务教育均衡发展政策的实施效果,有助于了解地方在一定区域内均衡义务教育的措施以及实施措施的效果,分析措施的力度,判断推广的可能,在当前具有重要的理论价值和实践意义。本文以全国义务教育均衡发展先进地区——河北省邯郸市为研究对象,在主城区范围内研究该市推进义务教育均衡发展的政策及实践效果,通过对该市采取的政策措施的案例说明和实施效果的定量研究,力求透析义务教育均衡政策的实施效果,梳理总结该市的有效经验,为有关研究和实践提供理论和实践依据。全文共分五章。论文第一部分通过问题的提出和有关概念的界定,确定了研究的边界和起点,通过文献的综述,分析了国内外义务教育均衡发展的研究和实践的现状;这部分还阐述了本选题研究的意义、内容和方法以及研究的创新之处。该部分由第一、第二章组成。论文第二部分在简要介绍了邯郸市实施义务教育均衡发展政策的国家背景、地方概况后,详细列举了该市主城区义务教育存在问题及原因,重点阐述了推进主城区义务教育均衡发展的五项具体政策和措施,为第三、第四部分开展分析做准备。该部分由第三章组成。论文第三部分运用定量研究法,通过对大量的有关数据的计算、图表对比,从政府和教育内部两个层面,对该市主城区实施义务教育均衡发展政策前后,在经费投入、办学条件等方面的变化进行实证分析,力求透彻剖析政策实施的效果。该部分由第四章组成。论文第四部分从政策理论角度分析邯郸市推进义务教育均衡发展的政策,去其具有特殊性、不可复制的部分,存其可能具有普适性、推广价值的部分,最终梳理形成义务教育均衡发展的“邯郸经验”:一是强化政府统筹,均衡配置资源;二是按照“九字”方略,实施“四种模式”;三是重视内涵发展,特色文化带动。这是本研究的创新性成果。该部分由第五章组成。

Compulsory education is the longest education in human’s life, while the education is the fundamental rights given by constitution and social justice starting point as well. Balanced development of compulsory education is the essential requirement of China's socialist system. At the same time, it is the people's urgent need for educational development and it is the inherent demands. Party and the state has attached great importance to the balanced development of compulsory education, and the Ministry of Education has established the goal of balanced development of compulsory education, the balanced development of compulsory education research and practice have also been carried out in recent years. But it has not formed a more consistent to the promotion of measures and methods in general. The practice of regional entry point for the balanced development of compulsory education helps to understand the balance within a certain region where the measures and the implementation of compulsory measures the effect of steps, determined the possibility of promotion. It has important theoretical and practical significance in current.The paper takes a balanced development of compulsory education in advanced countries - the promotion of Handan City. It takes the balanced development of compulsory education and the policy and practical effects in the main city as the study aims. Through the policy measures taken by the city's case illustrates, and the implementation of results of quantitative research, the policy seeks to balance the implementation of dialysis effectiveness of compulsory education, research and practice for the provision of theoretical and practical basis. Text is divided into five chapters.The first part of the thesis put forward by the problem and the definition of the concept, established and starting point of the boundary. Through literature review, it analysis of the balanced development of compulsory education at home and abroad research and practice. This section also described the significance of the research topics, and studied the content and methods. This part was consisted by the first and second chapters.The second part briefly introduces the balanced development of compulsory education in Handan national policy background, local profiles. And then detailed description of the city's main problems and causes of compulsory education. Focuses on promoting the balanced development of compulsory education in the main city of the five specific policies and measures, prepare for the analysis of the third and fourth part. This part is consisted by the third chapter.The third part of the thesis through using the quantitative research method calculates a large number of relevant data, charts, comparison, from the government and education two aspects. Analyze the conditions of urban area in balanced development of compulsory education policy before and after from the investment in education, teaching conditions, teacher development, student reporting rate changes etc. And strive to analyze the effects of policy. This part is consisted by the fourth chapter.The fourth part of the paper processes the contents of second and third parts, and analyzed the compulsory role and effectiveness of development policies in theory from a policy point of view. It exclude the measures which is unique and the section can not copy, and retained the promotion of universal applicability and value of the part. Ultimate guarantee from the Government of compulsory education, effective way to sort and source consists three aspects as follow: At first, strengthen the government co-ordination and balance the allocation of resources. Secondly, in accordance with the "nine words" strategy, implement the "four models". Finally, emphasis on content development and promote cultural characteristics. Form to promote balanced development of compulsory education "Handan experience", this is the innovative research results. This part is consisted by the fifth chapter.
