重塑党内政治生态，是新时代党的建设新的伟大工程的重要推进形式，是创设良好的党的系统内部环境的关键举措。新时代中国共产党重塑党内政治生态，在实践逻辑上归属于党的政治建设，其目的是要解决党内政治问题，保证党在政治上的先进性和纯洁性，最终将实践成果引导到增强党的政治领导上去。

党内政治生态是党员队伍和各级党组织在党的权力、党内制度、党内文化、党的理念等影响因素的综合作用下表现出来的党内关系和党内活动的整体表现状态。党内政治生态在党的建设实践中呈现为一种“整体态势”、“党建势场”、“全局氛围”与“党内大气候”，这既是党内政治生态的整体表现特征，又是它的作用发生形式。

党的十八大以来，以习近平同志为核心的党中央在重塑党内政治生态的实践中更加注重各项举措之间的系统性、整体性与协调性。中国共产党改变过去管党治党“要素式”或“质点式”的推进路径，而以一种“整体式”和“系统式”的模式展开。也即，重塑党内政治生态的实践必须是综合施策、协同推进的。在这样的一种顶层设计与整体规划的指导下，新时代中国共产党重塑党内政治生态的实践取得了成功。这个过程的实践经验与路径规划应该总结下来，升华并纳入党内政治生态的理论研究体系，为重塑党内政治生态实践的进一步深化提供理论指导。

从这个逻辑上来讲，中国共产党重塑党内政治生态的实践必须以党内政治生态研究的理论发展为前提。党内政治生态理论是多学科交叉发展的成果，它以马克思主义关于无产阶级政党自我革命的理论为指导；以生态系统科学为思维提示；充分吸收政治学关于政党现代化的观点。新时代中国共产党重塑党内政治生态的学理依据规定着其价值取向。价值取向表示重塑党内政治生态的实践指向何方、价值为何的问题。只有具有明确的目的性引导，重塑党内政治生态的实践才能保证不偏离本心，始终坚持正确方向，实现持续深化发展。

新时代中国共产党重塑党内政治生态的成功经验、学理依据与价值取向需要完整、系统地反映到重塑党内政治生态的实践中；重塑党内政治生态的学理依据与价值取向也需要提高现实针对性与可操作性。最为直接的路径便是建构起科学的党内政治生态评价体系，将新时代中国共产党重塑党内政治生态的路径规划、学理依据、价值取向等通过党内政治生态评价体系的建构原则与评价指标体现出来，使党内政治生态的评价体系成为中国共产党继续深化推进重塑党内政治生态实践的重要指引。
