经济全球化引发了生产及组织方式的深刻变革，全球市场的融合和生产带来了产业资源在全球范围内的整合，以区域为单位参与全球竞争逐渐成为各国各地区的战略选择。作为20世纪中期以来发达国家城市化重要趋势之一的城市群，成为令人注目的现象。当今世界范围内已形成许多以城市群为核心的区域经济中心，如以多伦多、芝加哥为核心的五大湖城市群；以东京为核心的日本东海道城市群，以伦敦为核心的英国城市群和以巴黎为核心的西北欧城市群。中国城市群同样发展迅速，主要有以上海为中心的长江三角洲城市群、以广州为中心的珠江三角洲城市群、以北京和天津为中心的环渤海地区城市群。在一定程度上说，城市群发展模式将成为区域经济一体化的空间整合和组织形态，对增强城市群区域的实力和提高竞争力具有非常重要的作用，因此研究城市群发展具有重要的现实意义。 在中部崛起发展战略实施背景下，湖南作为中部六省之一，要想在激烈的国际竞争中占有一席之地，率先领跑中西部，就必须把城市群作为主体形态，做强、做优、做美。长株潭城市群就是湖南经济发展的核心增长极和区域发展的战略支撑点，是湖南区域经济的中心，是引领发展的火车头，核心动力。 本文从城市群相关概念着手，总结了城市群相关研究理论，简要回顾了长株潭城市群发展的历史过程，对长株潭城市群的现状进行了分析，比较优势明显。通过与比武汉城市圈和中原城市群的横向对比，指出长株潭城市群目前存在的发展瓶颈和问题产生原因，进而提出要积极探索适合长株潭城市群发展的模式。通过分析国内外城市群不同发展模式，总结经验和教训，提出了适合长株潭城市群发展的模式，以适应“资源节约型”、“环境友好型”两型社会的建设，最后对长株潭城市群的发展提供了一些参考意见和建议。

The economic globalization has caused the deep change of production and organization model. The fusion and production of global market has also brought an industry resources integration in the global scope. More and more countries and regions are taking the district as a unit to participate in the world competition for a strategic choice. City cluster, being one of the important trends for urbanization in developed countries from the middle of the 20th century,has taken more person's attention. Nowadays it has already formed many economic centers taking city clusters as district cores, such as the great lake Torondo, Chicago, Tokyo, London and Paris. City clusters in our country have developed quickly, such as Shanghai-centerd Yangtze River delta, Guangzhou -centered Pearl River delta. To some extent, the mode of city clusters will become a spatial integration and organizational way, taking a great improtance to enhance real strength and competition power of citys. So the research on city clusters is of great realistic meaning.Under the background of implementing policy of speeding middle and west region developmen, Hunan as one of six provinceses in the central part of China, in order to occupy a place in the international competition and initiatively run in the west, should make city clusters as main appearances, do strong, do excellent, do perfect. Chang-Zhu-Tan City cluster is the pole of Hunan economic growth and a strategical surporting point of regional development, guiding and promotiong region development. The thesis analying from the conception of city clusters, sums up relative theory of city clusters, briefly reviews history of Chang-Zhu-Tan city cluster and points out the status of urban agglomeration Chang-Zhu-Tan with obvious advantages. Compared with Wuhan city circle and the central China city group, the paper points out bottlenecks of Chang-Zhu-Tan city cluster development and causes of the problem, so we should actively explores and proceeds the development of Chang-Zhu-Tan city cluster mode. By analyzing the different development model of city groups at home and abroad, and summing up the experience and lessons of city groups development, puts forward Changzhutan model to adapt to the "conservation of natural resources" and "environment-friendly" two types of social construction. In the end, the thesis provides some suggestions and recommendations for Chang-Zhu-Tan city cluster.
