始于20世纪80年代末的“民工潮”造就了中国日益庞大的进城农民工群体,据统计,20世纪80年代初,全国流动人口总数仅有200万人左右,2003已超过1.4亿人,正处于义务教育年龄段的1000多万孩子跟随父母进城。短短20余年间,流动人口总数增幅达6倍多,而在持续迅猛增长的流动人口当中,以务工经商为主要职业的农民工的比例约占80%。2004年1月到8月间,在全国多个地方放开户口迁移管理的背景下,郑州市政府决定,在户籍制度上进一步放开,按固定住所落户、放开亲属投靠的直系限制。据郑州市公安局管城分局的一位人士介绍,当时政府并没有下达专门的文件,但是记得市局领导同志曾经表示,来投亲靠友的,只要看不出是假材料,就可以放行。于是郑州市人口激增,大量入户群众是冲着城市优越的教育资源而来。在广大进城农民心中,再差的城镇学校也比农村学校强。户口政策放开后,许多人落户城里其实只是为了孩子上学。于是郑州市的公办中学迎来了汹涌而至的生源。然而由于学生来至四面八方,公办中学也迎来了教育的诸多问题。本文以郑州市中原区一所公办中学为研究个案,结合问卷调查和访谈,从外来务工人员子女的自身、家庭、社会和学校环境等方面,分析了外来务工人员子女的教育现状;总结了外来务工人员子女教育过程中面临的各种问题和困惑;并提出了相应的建议和对策。本文分为四个部分:第一部分主要对提出的问题进行分析,分析农民工子女教育在公办中学中存在的问题,并对过去的研究进行简要分析和了解。第二部分主要说明本文在研究过程中采取的研究方法以及这些方法产生的结果。第三部分主要是对农民工子女教育现状原因分析,分析分别从社会、家庭、学校、学生自身等几个角度进行。第四部分是根据第三部分的原因提出意见和建议。

“The flood of migrant laborers”, began in the late 20th century, 80, has created China's increasingly large groups of migrant workers. According to statistics, the total national mobile population is only about 200 million people in the early 1980s, and already more than 140 billion in 2003, more than 1000 million children in the compulsory age follow their parents into cities. In the short span of 20 years, the total mobile population increase more than 6 times, however, in the mobile population of continued rapid growth, migrant rural workers doing work or business as main occupation account for about 80%. From January 2004 to August, under the background of open accounts transfer management in many parts of the country, Zhengzhou city government decided to further liberalize the household registration system, to settle in a fixed residence, to release the restrictions of the lineal relatives household refuge. According to a person in Guancheng branch of the Public Security Bureau in Zhengzhou City, the Government has not issued a specific file at that time, but Council leaders have said, to the people seeking refuge of relatives, as long as their material is not false, they can be released. Hence Zhengzhou population boom, a large number of households aimed at the superior educational resources in the city. In the majority of migrants’ hearts, even if the most poor urban schools is better than rural school. After opening the accounts policy, many people settled in the city are only for children’s school education. So the public middle schools in Zhengzhou city ushered in the turbulent student source. However, as the students come from all directions, the public middle schools have also ushered in many educational problems. Taking a public middle school in Zhongyuan district in Zhengzhou as a case, with the help of inquiries and interviews, this paper analyzes the current educational situation of children of migrant workers from the point of children themselves, home environment, society and school environment. The paper also makes a summary of the problems and difficulties in the education of children of migrant workers and proposes pertinent suggestions and solutions.This paper is divided into four parts. The first part analyses the issues raised. It analyses the problems in the public school education of children of migrant workers, and makes a brief analysis and understanding of past research. The second part is mainly to illustrate the research methods undertaken in the research process and results generated by these methods. The third part mainly analyzes the reason of current educational situation of children of migrant workers separately from the society, family, school, the students themselves, etc. The fourth part proposes comments and suggestions according to the reason in the third part.
