在农村基本实现了免费义务教育之后,进城务工农民子女的教育问题变得越来越突出,已成为我国教育公平界研究的热点。民办打工子弟学校作为承担城市流动儿童义务教育的重要场所,是保证相当部分农民工子女接受教育基本权利的重要环节。学校体育教育是义务教育的重要组成部分,目前少有学者对民办打工子弟学校体育教育进行较全面和系统研究。本研究对提高民办打工子弟学校的体育教育质量,保证农民工子女得到最基本体育教育权利具有现实意义,为我国民办打工子弟学校体育教育发展起到一定的促进作用。本文主要采用文献资料法、问卷调查法对北京市10所打工子弟学校的基本办学情况、体育管理现状、教学现状、课外活动现状、师资现状、体育硬件设施进行了调查研究,通过分析得出以下主要结论与建议:1.目前约有56所民办打工子弟学校通过了北京市教委审批,数量比过去有所下降,这部分学校都分布在城乡交界处,多以小学为主,中学的数量和比例较小;2.教委对这部分学校的管理与公办学校无论在政策或是经费的投入均存在较大的差异,北京市有关中小学体育的文件和精神并没有完全下发到这部分学校;其内部体育组织管理无专人负责,管理较不规范,效果不十分理想,很多体育工作无法得到保障,建议各级教委应加大对其体育教学的管理和监督力度;3.北京市民办打工子弟学校均能在学校开设体育课程,仅有70%的学校达到每年级每周开设2次体育课的标准,开设的项目多是对场地器材要求不高的运动,影响学校体育课和课外体育活动的最主要因素是场地、器材少和体育教师缺乏,建议国家和政府加强对民办打工子弟学校的宏观指导,增加体育经费,多渠道办学,尽快解决体育场地、器材缺乏的问题,同时这部分学校还应因地制宜,自制简单安全的活动器材;4.学校体育师资严重缺乏,呈现年龄轻,教龄短,课时量大,进修学习机会少,福利待遇较差的特点,但学历结构比较合理,接近半数的体育教师对目前的工作比较满意,其中影响体育教师队伍稳定性的最大因素是:待遇差、场地器材的缺乏、外出进修机会少,学校领导不重视,建议这部分学校要积极发挥主观能动性,加强与外界的交流与合作,各级教委应加强对其体育教师的培训,多渠道改善其体育师资现状,稳定师资队伍。

The problem of education for the issue of farmer labour has be came more and more seriously after the compulsory education has been true in rural area and has been a research hotspot in our state. The physical education as one important part of he compulsory education, there has few researches on it in systematically and comprehensively. This article with the practically meaning in the aspects of improve the quality about physical education in these schools and ensure the most basal potency of physical education for the children and do same stimulative functions in the physical education in these schools in our state. This article main used literature review and method of questionnaire to study the aspects of the dimensions of school、the actuality about the manage physical education in school、the actuality about the teaching of sports、the actuality about the sport out of class、the actuality about the teacher、the actuality about the establishment for sports, and have some conclusions and advices as follow:1.There were 56 schools had passed the checkup of the ministry of education in Beijing, and the amount school is more litter than before . all of them are at place link of city and rural area, most of them are elementary schools ,the proportion of junior high school is lesser;2.The manage between this schools and council schools not only on policy but also on outlay is much differently by the ministry of education, and the private school for the issue of farmer labour not got some physical education documents about school from this department, there is no full time person to manage the work of sport in this schools, many work of sport can’t been ensured, advice the ministry of education increase the manage and supervise on physical education in school;3.All of these schools have sport class ,but only 70% get the standard of tow classes in a week, the influencing factors of sport in class and sport out of class are lack of ground、sport equipment and teachers ,advice the country and government increase the outlay for them,also, these schools should do some easy and safe port equipment by self;4.The lack of sport teacher is seriously ,and the result show that the sport teachers in these schools are young man ,the year for teaching is shorter, the measure of work is biger ,the chance of study is fewer, the welfare and laborage are lower, but the structure of degree is logically, all most half of teachers to their work with satisfactorily, the influencing factors of the stability of teachers are welfare and laborage are lower, lack of ground、sport equipment, the chance of study is fewer and the leader of school aren’t thinking much of sports, advice these schools should increased communion and cooperate with outside, the ministry of education should enhance the training for teachers, through many ways to improve actuality of teachers, stabilize the contingent of teacher.
