随着我国城市化进程不断加快，城市规模不断扩大，城市管理的压力也越来越大，为了弥补部门间专业执法的短板，更好地做好城市治理工作，进一步提升城市管理水平，城市管理综合行政执法应运而生。北京市作为城市管理综合行政执法体制改革的肇始之地，已经推进城市管理综合行政执法体制改革近20年了，并取得了一定的成效。在新时代经济社会发展频率加快的今天，在推进城市管理综合行政执法的过程中，又涌现出了新的问题，如何对城市管理综合行政执法体制进行优化，将改革引向纵深，是目前学界和业界十分关注的问题，也是北京市进行超大城市治理亟待解决的问题。

本文通过梳理城市管理综合行政执法的相关概念，对北京市城市管理综合行政执法体制进行实地调研，了解市、区、街道（乡、镇）三级城管综合行政执法情况，发现在北京市城市管理综合行政执法过程中，存在着权责交叉、“末端执法困境”明显，执法效能不高，部门间相互衔接不紧密等问题，经过对问题进行深入挖掘，努力探寻问题产生的内在原因，发现这些问题是由权责划转不科学、前端部门履行职责不到位、执法事项过多过专、部门协调机制不完善等深层次原因引发的。为了进一步优化北京市城市管理综合行政执法体制，在充分结合北京市城管执法实际的基础上，针对存在的问题及其产生的内在原因，提出了要从规范各执法层级职责、加强横向部门间协同、探索城管执法体制改革新路径等三个方面对城管综合行政执法体制进行优化的建议，希冀通过对北京市城市管理综合行政执法体制的研究，为北京市进一步优化城市管理综合行政执法体制提供有效的参考，进一步推动北京的城市治理能力现代化水平。

In order to make up for the shortage of specialized law enforcement among departments, better do urban governance work, and further improve the level of urban management, comprehensive Administrative Law enforcement of urban management emerges as the Times require. Beijing, as the starting place of the reform of the Comprehensive Administrative Law Enforcement System of urban management, has been pushing forward the reform of the comprehensive administrative law enforcement system of urban management for nearly 20 years, and has achieved certain results. As the economic and social development in the new era speeds up, new problems arise in the process of promoting comprehensive administrative law enforcement in urban management. How to optimize the system of comprehensive administrative law enforcement in urban management so as to lead the reform to a deeper depth, it is a problem that the academia and the industry pay close attention to at present, and it is also a problem that the super-big city governance of Beijing needs to be solved urgently.

Through combing the relevant concepts of comprehensive administrative law enforcement in urban management, this paper makes a field survey on the system of comprehensive administrative law enforcement in urban management in Beijing to understand the situation of comprehensive administrative law enforcement in urban management at the city, district and street (township and town) levels, it is found that in the process of comprehensive administrative law enforcement in urban management in Beijing, there are such problems as the intersection of power and responsibility, the "dilemma of end law enforcement" , the low efficiency of law enforcement, and the lack of close connection between departments, etc. , it is found that these problems are caused by some deep-seated reasons, such as unscientific transfer of power and responsibility, inadequate performance of duties by front-end departments, too many law enforcement matters and imperfect coordination mechanism among departments. In order to further optimize the comprehensive administrative law enforcement system of urban management in Beijing, on the basis of fully integrating the actual law enforcement of urban management in Beijing, in the light of the existing problems and their inherent causes, this paper puts forward some suggestions on how to optimize the comprehensive administrative law enforcement system of urban management from three aspects, namely, standardizing the duties and responsibilities of each law enforcement level, strengthening the coordination among horizontal departments, and exploring new paths for the reform of the law enforcement system of urban management, It is hoped that the study on the Comprehensive Administrative Law Enforcement System of urban management in Beijing will provide an effective reference for Beijing to further optimize the comprehensive administrative law enforcement system of urban management, further promote the modernization level of Beijing's urban governance capacity.
