合作生产是当前公共管理研究领域的重要方向,而公众参与合作生产意愿又是其中隐蔽却不可忽视的议题。学界现有研究已对合作生产中各主体参与意愿进行了广泛讨论,但大多聚焦于公众的个体内在认知对参与意愿的影响,较少关注合作生产实践的微观场域中的基层组织自身特性对当地居民参与合作生产项目的意愿的影响。基于此,本文以社区互助养老这一典型合作生产模式为政策情景,尝试研究基层社会组织的声誉与公众参与合作生产意愿之间的关系,基于大样本线上问卷调查数据(N=3998),通过多元线性回归等统计方法,探究绩效、道德、程序、技术四个声誉评价维度对于公众合作生产意愿的影响。研究发现,基层组织整体声誉评价的高低与居民参与合作生产的意愿存在显著正相关关系,具体评价维度中,绩效、道德、程序声誉评价未表现出显著相关,技术声誉评价与公众参与意愿呈显著相关。这一结果体现出公众对于社区等基层组织的技术这一“显性能力”的重视,侧面反应了公众在社区层面参与合作生产意愿更加受到公众对于社区在提供公共服务方面的务实能力的因素的影响。本文通过链接合作生产理论与声誉管理理论,既拓展了对公众参与合作生产意愿的形成机理的理解,也展现了基层组织声誉评价对于公众参与基层治理的重要性,对于提高公众参与合作生产以及基层治理能力具有政策启示。

Co-production is an important direction in the field of public management research, and the public's willingness to participate in co-production is a hidden but not negligible topic. Existing studies in the academic field have extensively discussed the willingness of each subject to participate in cooperative production, but most of them focus on the influence of the public's individual internal cognition on the willingness to participate, and pay less attention to the influence of the characteristics of grassroots organizations in the microcosmic field of cooperative production practice on the willingness of the local residents to participate in cooperative production projects. Based on a large sample of online questionnaire data (N=3998), this paper explores the influence of four reputation evaluation dimensions, namely performance, ethics, procedures, and technology, on the public's willingness to participate in cooperative production through multiple linear regression and other statistical methods, using the typical cooperative production model of community mutual care as a policy scenario. It was found that there was a significant positive correlation between the overall reputation evaluation of grassroots organizations and residents' willingness to participate in co-production, and among the specific evaluation dimensions, performance, ethics, and procedural reputation evaluations did not show significant correlation, while the technical reputation evaluation was significantly correlated with the public's willingness to participate. This result shows that the public attaches great importance to the technology of grassroots organizations such as communities, which reflects that the public's willingness to participate in cooperative production at the community level is influenced by the public's pragmatic ability to provide public services. By linking the theory of cooperative production and the theory of reputation management, this paper not only expands the understanding of the formation mechanism of the public's willingness to participate in co-production, but also demonstrates the importance of the evaluation of grassroots organizations' reputations for the public's participation in grassroots governance, which has policy implications for the enhancement of the public's ability to participate in cooperative production and grassroots governance.
