语言是沟通的工具,在甘南藏族自治州,以藏汉民族为主的各民族共同生活在一起,维护甘南州的社会稳定,促进经济繁荣发展,需要各民族之间相互学习语言,交流互信,团结互助,共同进步。基层干部是联系党和群众的桥梁,民族地区的基层干部担负着加强民族团结,促进各民族共同发展、繁荣进步的重任。民族地区基层干部学习少数民族语言有助于更好地了解少数民族的人文历史、风俗习惯等,能够更好的解决群众的生产生活问题,满足其利益需求,因此,少数民族地区的基层干部对少数民族语言的掌握情况是做好少数民族地区工作的基础,关系到党和国家政策方针的贯彻落实。
本研究通过对甘南州基层干部藏汉“双语”培训的调查研究,以了解汉族基层干部学习少数民族语言的情况,分析少数民族语言学习中存在的问题及其成因,并提出解决问题的方法,为我国少数民族地区汉族干部的少数民族语言培训,国家语言政策的制定和规划提供参考和依据。
本研究主要运用问卷和访谈方法对甘南州开展的藏汉“双语”培训进行调查,根据获得的资料分析甘南州基层干部“双语”培训的现状,总结存在的问题、归纳产生问题的原因,提出相应的对策等,文章共分为五个部分:
第一部分为引言,主要阐述研究的背景、研究的问题、研究的意义、使用的研究方法及质量控制。
第二部分为文献综述和理论基础,包括对相关概念的界定、国内外相关研究的综述以及理论基础。
第三部分是对甘南州基层干部藏汉“双语”培训现状的调查与分析。首先,分析调查样本基本情况、藏语水平、藏语使用情况和培训必要性、对培训的重视程度以及对藏语培训期望程度。其次,对三所培训学校从教师、教材、学员管理办法、课堂学习氛围和效果、辅导员帮扶和晚(早)自习学习效果、班委会、党(团)支部、住宿环境等方面进行细致的问卷和访谈调查分析。第三,调查培训的效果,最后,分析了培训的后续跟踪管理和在职自学情况。
第四部分为甘南州基层干部藏汉“双语”培训存在的问题及原因,首先归纳甘南州藏汉“双语”培训存在的问题,主要包括基层学员、三级培训班培训、双语培训制度执行和语言环境四个方面。然后,分析了甘南州基层干部藏汉“双语”培训存在问题的原因,得出甘南州语言种类和使用的差异性,各级组织部门缺乏前期调研,组织部门未严格审核参训学员,基层单位对培训的重视程度不够,培训缺乏规范性和统筹性,培训学校存在管理不严、敷衍应付的现象,缺乏稳定积极的“双语”师资队伍,后续管理作用未得到有效发挥,考核激励未得到严格落实,语言实践不足等十个方面的原因。
第五部分从提高对“双语”培训的认识和落实、提高三级培训班级的培训效果、创设学习藏语的实践环境、激发参训学员的内生动力四大方面提出提高甘南州基层干部藏汉“双语”培训成效的对策。小结部分对全文进行总结,并指出研究的不足之处。

In the Gannan Tibetan Autonomous Prefecture, all ethnic groups mainly live together mainly in the Tibetan and Han nationalities. If we want to maintain social stability in the Gannan Prefecture and promote social and economic prosperity and development, we need to learn languages and exchange mutual trust, and understand mutual aid for each other . and work together.Grass-roots cadres serve as a bridge between the party and the masses, while grass-roots cadres in ethnic areas are also responsible for strengthening national unity and promoting the common development of all ethnic groups and common progress.If ethnic minority leaders learn the languages of ethnic minorities, this will help him better understand the language, customs, and customs of ethnic minorities, and he will also be better able to solve the problems of production and life of the masses and meet the interests of the masses. Therefore, the situation of grass-roots cadres in minority areas in mastering ethnic minority languages is the basis for doing a good job in ethnic minority areas. At the same time, this is also related to the implementation of the policy guidelines of the party and the country.
This study learned about the conditions and laws of the Han minority grass-roots cadres learning minority languages in the investigation of Tibetan-Chinese "bilingual" training in Gannan Prefecture. It also analyzed and studied the problems and causes in minority languages. A method for solving the problem was proposed. At the same time, not only did Han minority cadres in ethnic minority areas of China perform training in minority languages, but they also provided reference and basis for the formulation and planning of China's national language policy.
This study mainly used questionnaires and interviews to investigate Tibetan-Chinese "bilingual" training conducted in Gannan Prefecture.Based on the information obtained, we analyzed the current status of the "bilingual" training of grassroots cadres in Gannan Prefecture, summed up the existing problems, and summarized the causes of the problems and then proposed corresponding solutions.And the whole article is divided into five parts:
The first part is the introduction, which mainly describes the background of the research, the problems and significance of the research, as well as the research methods and quality control.
The third part is the investigation and analysis of the status quo of the "bilingual" training of Tibetan-Chinese in Gannan Prefecture.First of all, we analyzed the basic situation of the sample, the level of Tibetan language, the use of Tibetan language, the necessity of training, the importance of training, and the degree of training expectations for Tibetan.Secondly, we studied the effects of teachers, textbooks, student management methods, classroom learning atmosphere and effects, counselors’ assistance, and evening (early) self-study study in the three training schools, class committees, party committees, and accommodation environment. A detailed questionnaire and interview survey analysis was carried out.Finally, we analyzed the follow-up management and self-study of the training based on the effectiveness of the survey training.
The fourth part is the existing problems and causes of Tibetan-Chinese "bilingual" training in grassroots officials in Gannan Prefecture.First of all, we summarized the problems existing in Tibetan and Chinese “bilingual” training in Gannan Prefecture. The main issues include four aspects: Grass-roots trainees themselves, tertiary training, bilingual training system implementation and language environment. Then we analyzed the reasons for the existence of "bilingual" training in Tibetan-Han training in grassroots cadres in Gannan Prefecture. We also got the difference between the types and the use of Gan Nanzhou language. The organizational departments at all levels are lack of preliminary investigation and lack of strict audit of the trainees and grass-roots units,There is not enough emphasis on training and there is a lack of normative and integrated issues. For training schools, training schools have lax management and perfunctory, schools lack stable and active “bilingual” teachers,the follow-up management role has not been effectively played. assessment incentive mechanism are not strictly implemented, language practice is inadequate, and follow-up The managerial role has not been fully exploited for 10 reasons.
In the fifth part, we propose to strengthen Gannan Prefecture from the following four aspects: improving understanding and implementation of "bilingual" training, improving the effectiveness of training for three levels of training, creating a practical environment for learning Tibetan, and motivating trainees.
