教育信息化是信息技术在教育领域中的应用,是国家信息化的基础和重要组成部分。新加坡的教育信息化发展较快,处于世界领先水平,信息化已经成了新加坡学校的一个重要特色。早在1996年,新加坡便已制定了新加坡教育信息化一期规划(MP1),2002年教育信息化二期规划(MP2)正式启动,2008年又在总结前两期规划经验的基础上,制定了教育信息化三期规划(MP3)。在新加坡教育信息化总体规划的指导下,新加坡教育信息化取得了显著的成绩,信息技术在中小学教育中得到了有效的应用。本文以新加坡教育信息化规划为研究对象,从教育政策分析的角度,着眼于对新加坡教育信息化规划的内容、实施与效果等方面的研究,全文共分为四个部分。第一部分先从教育信息化发展的国际趋势和新加坡国内信息化及教育发展的内在需求两方面阐述新加坡教育信息化兴起的背景与原因,接着梳理新加坡教育信息化的发展历程:以1996年教育科技司的成立为界,20世纪70—90年代中期是对教师的培训和学校的初步应用时期,而20世纪90年代后期至今是系统规划和推广应用时期。第二部分是对新加坡教育信息化规划的内容解读,主要是对目标的分析和发展战略的介绍,MP1重视基础设施建设和教师基本技能的培训,奠定教育信息化的基础;MP2将信息技术全面深入地整合到教育教学的各个方面,创建信息化的学习环境,培养终身学习者;MP3注重创新和共享,利用信息技术改变学习者。 第三部分是对实施的探讨。首先从中小学教育人才培养的理念、教育规模特征和教育管理的特点来呈现新加坡中小学得以推进教育信息化规划的优势,接着通过对“背包网”、信息技术领导学校、新加坡未来学校等三个具体项目的介绍来审视新加坡教育信息化在中小学校的实施。最后一部分介绍了新加坡教育信息化规划实施后在信息技术基础设施、课程与评估、信息技术能力等方面取得的效果,并总结了新加坡教育信息化规划具有连续性与发展性、职能管理部门的高效性、学校层面的自主创新性和社会各界的多方参与性等特点。

Educational Informatization(ICT in Education) is the application of information technology in the field of education,it is the basis and important component of national Informatization. In Singapore,ICT in Education develops rapidly,is the world’s leading,Information Technology has become a main feature of the school of Singapore. Back in 1996, Singapore had already developed the first Masterplan for ICT in Education in Singapore (MP1),in 2002 the second Masterplan for ICT in Education in Singapore(MP2) was officially launched, in 2008, on the basis of summarizing MP1 and MP2,Singapore developed the third Masterplan for ICT in Education in Singapore(MP3). Under the guidance of MasterPlan for ICT in Education in Singapore, Singapore made remarkable achievement, information technology has been effectively applied in primary and secondary education.The Masterplan for ICT in Education in Singapore as the object of the study, from the perspective of policy analysis,the paper focuses on the content, implementation and effect of the Masterplan,and is divided into four parts.The first part elaborates the background and reasons of the rise of ICT in Education in Singapore from the international trends of the development of the world’s educational Informatization and the domestic needs of the development of Singapore's Informatization and education. Then card the development process of ICT in Education in Singapore: the establishment of Educational Technology Department in 1996 as the demarcation point, from Seventies to the middle of Nineties of Twentieth century is the training of teachers and school’s initial application period, and from the late of Nineties of Twentieth century to the present is system planning and application period.The second part is interpretation of the contents of MasterPlan for ICT in Education in Singapore, focusing on the introduction and analysis of the objective and development strategies, MP1 emphasis on the infrastructure and training of teachers’ basic skills, layed the basis for ICT in Education; in MP2,information technology was integrated into all aspects of education to create the learning environment filled with information technology and bring up life-long learners; MP3 focus on innovation and sharing , harness ICT to transforming learners.The third part is the discussion of the implementation. First, re present the advantage of Singapore’s primary and secondary education to promote Masterplan for ICT in Education from the training philosophy of, the features of education scale and management. Then, examine the implementation Masterplan for ICT in Education in Singapore in primary and secondary schools through the introduction of "Backpack.NET","LEAD ICT @School" and "Future Schools @Singapore" programme.The last part describes effect of Masterplan for ICT in Education in Singapore at the aspects of infrastructure, curriculum & assessment and information technology capability, and summarizes the characteristics of Masterplan for ICT in Education in Singapore: Continuity and developmental, Efficiency of Functional management Department, school-level innovation and the multiple participant of multi-community and so on.
