改革开放后，社会发展快速，随着生活水平的提高，人民群众的各种需求也越来越丰富。同时，危险化学品的数量和种类也在持续增长，化工（危险化学品）产业已经成为国家的基础产业和支柱产业。构建以循环经济、节能降耗、生态化、安全、可持续发展为核心，以产业链为纽带的化工工业产业园，是国家化工产业发展的必然趋势。但是伴随着化工企业的入驻及人员的密集，化工园区片面地追求生产效率和经济发展的背后，安全问题也尤为突出。因此，如何对危险化学品企业进行有效的管理，增强化工园区预防和处理危险化学品事故的能力，防范遏制风险，是当前四川省化工产业发展急需考虑的问题。

本文通过运用调研分析法、比较分析法等方法，以四川省化工园区为例开展研究。通过对四川省化工园区应急管理的机构设置、管理制度、功能分区、重要设施布置、应急救援力量等方面现状的分析，得出四川省化工园区应急管理工作中存在体制机制建设不完善、化工园区的规划布局亟待改进、应急救援力量仍需提高、人才资源较为薄弱等，并剖析出问题产生的原因有危机意识淡薄、应急管理保障体系不健全、化工行业技术人才短缺等。针对这些问题，借鉴了国内化工园区的先进经验，并结合四川省的实际情况，提出了优化对策，以期解决四川省化工园区应急管理工作中存在的问题，使四川省的化工产业安全平稳的发展壮大。

At the same time, the number and types of dangerous chemicals are also growing continuously, and the chemical industry (dangerous chemicals) has become the basic industry and pillar industry of the country. It is an inevitable trend for the development of national chemical industry to build a chemical industry park with circular economy, energy saving, ecological, safety and sustainable development as the core and industrial chain as the link. However, with the settlement of chemical enterprises and the concentration of personnel, the one-sided pursuit of production efficiency and economic development of chemical parks, security issues are particularly prominent. Therefore, how to effectively manage hazardous chemical enterprises, enhance the ability of chemical industry park to prevent and deal with hazardous chemical accidents, and prevent and contain risks is an urgent issue for the development of chemical industry in Sichuan Province.

By using the methods of investigation analysis and comparative analysis, this paper takes Sichuan chemical industry Park as an example to carry out research. Through the analysis of the current situation of the establishment, management system, functional zoning, arrangement of important facilities, emergency rescue force and other aspects of emergency management of chemical industry parks in Sichuan Province, it is concluded that there are some problems in the emergency management of chemical industry parks in Sichuan province, such as imperfect system and mechanism construction, urgent improvement in the planning and layout of chemical industry parks, emergency rescue force still needs to be improved, and relatively weak human resources. And analyze the causes of the problem are weak crisis awareness, emergency management support system is not perfect, chemical industry technical personnel shortage. In view of these problems, this paper draws on the advanced experience of domestic chemical industry parks, and combines with the actual situation of Sichuan Province, and puts forward optimization countermeasures, in order to solve the problems existing in the emergency management of chemical industry parks in Sichuan Province. Make the chemical industry of Sichuan Province safe and stable development and growth.
