近年来，我国越来越注重对职工生命权和健康权的保护，国家职业安全卫生的形势稳定好转，但依旧严峻，要求国家必须继续加强对职业安全卫生的监督工作。中国工会作为职工的代表，是国家职业安全卫生监督工作中一支重要力量，主要作用体现在群众监督方面，地位相对于政府和企业而言比较独特。然而，我国对工会参与职业安全卫生监督的理论研究还处于刚刚起步阶段，对工会参与职业安全卫生的手段、方法和建议的探讨都具有明显碎片化的特征。在实践中，虽然工会参与职业安全卫生监督越来越受到各个层面的关注，但由于微观企业层面工会组织乏力、工会干部其代表性和独立性缺失、员工维权意识淡薄等一系列问题仍然比较突出，造成工会参与职业安全卫生监督工作效果不佳。因此，整理分析当下中国工会参与职业安全卫生监督工作的现状和问题，对于改进它参与监督的工作方式和能力水平，促进国家职业安全卫生形势稳定好转，具有重要意义。论文作者通过查阅相关文献资料，归纳梳理了中国工会参与职业安全卫生监督工作的现状，整理了国内外工会在参与职业安全卫生监督方面取得的经验成果，找出了目前中国工会参与职业安全卫生监督工作存在的问题和产生原因。其次，为了更好地说明中国工会参与职业安全卫生监督工作的现状，采用案例分析的方法对内容进行了补充。再次，为了更好地分析中国工会参与职业安全卫生监督工作存在的问题和原因，通过调查访谈的实证方法，专门就工会小组劳动保护检查员参与职业安全卫生监督的情况进行了研究。作者认为，目前中国工会参与职业安全卫生监督工作存在工会自身工作主动性不够；工会人员兼职严重，角色错位；监督手段有限；组织体系具有一定的局限性；队伍力量和人员能力素质不能满足工作需要等问题。最后，作者针对研究得出的中国工会参与职业安全卫生监督工作存在的问题，通过SWOT分析等方法，从认识定位、工作战略规划、完善制度机制、提高工作能力水平和加强工会自身建设等五方面对推动我国工会参与职业安全卫生监督工作提出建议。

In recent years, our country pays more and more attention to the protection of workers' rights to life and health. The situation of national occupation safety and health is improving stabily, but still serious,calling on the country to continue to strengthen the supervision of the occupation safety and health work.China Trade Unions on behalf of the staff and workers to implement the supervision of the masses are an important force of the national occupation safety and health supervision work , at a unique position.However, the theory research on trade unions participate in the occupation safety and health supervision is still in its infancy stage in our country, obvious fragmented to study the characteristics of trade unions to participate in the occupation safety and health means, methods and recommendations .In practice, although the trade unions participate in the occupation safety and health supervision is more and more by the various dimensions of concern, but the microenterprise level trade unions organization weakly,shortage of representative and lack of independence, employee rights consciousness and so on .a series of problems are still prominent, causing poor efforts of trade unions participate in the supervision work of the occupation safety and health .Therefore, research on the status quo and problems of current China trade unions participate in the supervision work of the occupation safety and health, for the improvement of trade unions work style and ability level, promoting the national occupation safety and health situation of steady improvement, has important significance.The author of this thesis analyes the present situation of Chinese trade unions participate in the supervision work of the occupation safety and health, reviewing the domestic and international trade union's participation in the occupation safety and health supervision results, find out the problems and causes of Chinese trade unions participate in the supervision work of the occupation safety and health in the present.Secondly, in order to better explain the status quo of China's trade unions to participate in the supervision of occupational health and safety,using the method of case analysis to the content of the supplement.Thirdly, in order to analyze the existing problems and the reasons China trade unions participate in the supervision work of occupation safety and health, through empirical investigation, specifically on the trade union group of labor protection inspectors to participate in the occupation safety and health supervision studied. The author thinks, at present ,Chinese trade unions participate in the supervision work of the occupation safety and health the exist a lot of problems including trade unions themselves working initiative is not enough; the trade union staff part-time seriously, the role of dislocation;organization system has some limitations; force and personnel ability and quality can not meet the need of work and other issues and so on.Finally, the author according to the research that the Chinese trade unions to participate in the supervision work for occupational safety and health problems, through the SWOT analysis method, give some suggestions to promote China's trade unions to participate in the occupation safety and health work from the aspect of knowing and positioning , strategic planning, improving the institutional mechanisms, improving the level of the ability to work and strengthening the construction of the union itself.
