中华全国供销合作总社自1995年恢复成立以来，按照合作经济组织框架设立了理事会、监事会，理事会平稳较快的发展，但是监事会的设置及其监督作用却存在诸多问题，比如结构设置不健全，监督管理不规范等等。因此，本研究从分析供销合作社及监事会监督现状入手，深入探讨监事会监督目前存在的问题及其背后的原因，同时借鉴国外合作社监督经验和国内国有企业监事会监督经验，提出了完善供销合作社监事会监督的建议和措施，最后笔者简单提出了关于合作社监督的几点思考。　　论文共分为六章：　　第一章是导论，包括选题的背景、文献综述、研究方法和创新与不足四部分。　　第二章介绍了供销合作社的发展历程和全国供销合作社系统监事会的现状，供销合作社系统监事会的现状主要是从建国后监事会发展的几个特点展开阐述的。　　第三、四、五章是本研究的主体部分，主要阐述了供销合作社监事会监督存在的主要问题及相应的对策。问题部分由案例引出，深入浅出的归纳出目前我国供销合作社系统监事会监督存在的5大问题。然后借鉴德国、英国、日本等国家监事会监督的经验以及我国企业监事会监督的经验，结合我国供销合作监事会监督的实际情况，从机构设置、监督方式、监督质量、监督立法四个方面提出了改善监事会监督的4点建议。　　最后笔者简单提出了关于合作社监督的几点思考。

Since the supply and marketing cooperative restored in 1995，it has set up two kinds of organizations, the council and board of supervisors, according to the organization for economic cooperation framework. The council has maintained a steady and rapid development, but the role of the board of supervisors has a lot of problems, such as the structure is not perfect, the supervision has no standard. Therefore, from the present situation of the board of supervisors, this study discusses on problems of the board of supervisors and reasons behind. Meanwhile learning from the foreign and domestic experiences, the author has put forward proposals and measures to improve the supervision of the board of supervisors. Finally, the author has put forward some thoughts on the cooperative supervision.　　This thesis consists of six parts: 　　The first part is the introduction of the research, including the research question, literature review, the research method, innovation and deficiency.　　The second part has analyzed the development process of the supply and marketing cooperatives and the status of the board of supervisors. The status of board of supervisors mainly analyzes the characteristics of the board of supervisors.　　The third, fourth and fifth parts are the main bodies of this thesis. The main bodies have detailed analyzed the main problems and countermeasures of the board of supervisors. The problems are brought by a case, and including five aspects. Then this thesis draws experiences from Germany, Britain, Japan and other countries on supervision, and according to the actual situation of the supply and marketing cooperative supervision, and this thesis puts forward four suggestions that contain organizations, supervision approaches, supervision legislation rules and regulations,the quality of supervision to improve the board of supervisors.　　Finally, the author has put forward some thoughts on the supervision of the supply and marketing cooperative.
