中国在加入WTO之后，对外贸易飞速的发展，已经成为全球利用外资最多的发展中国家，国际贸易地位极大的提升，但同时，发达国家的许多污染密集产业也大量向我国转移，对我国的环境造成极大的破坏，不利于我国经济社会的可持续发展。外商对华污染密集型产业转移主要是基于环境成本内在化、发达国家及我国自身因素和双方法律法规差异等原因，根据以上动因，我国应从投资战略的转变、环保意识的树立及法治的健全、环境标准的完善、国际间合作的加强四个方面着手，控制污染密集型产业向我国的转移，维持国际贸易和环境的可持续发展。

After joined WTO, China had already become the most important developing country of using foreign capital in the world. The international trade of China has developed so fast that the position of it has promoted a lot. But in the meantime, many pollution intensive industries of developed countries have transferred to China, which result in a tremendous breakage to the environment of China. And it must be bad for sustainable development of China’s society. The transfer of pollution industries mainly is based upon internalization of the environmental cost, the own factors of developed countries and China, and the differences of laws between different nations. According to these reasons, China should take measures in four aspects: the change of investment tactic, instauration of consciousness in environmental protection and sane laws in point, perfect environment standards, and fortified international cooperation. We should control the transfer of pollution industries from developed countries to China and maintain the sustainable development of international trade and environment.
