十八届三中全会以来，政府与NGO合作的趋势不断强化，通过采用新型的合作策略构筑新型的政社合作模式在当前重要而紧迫。伴随着世界经济、政治、社会全球化进程的进一步深化，越来越多的国际NGO进入中国，为我国公益事业的健康、平稳、快速发展提供了崭新的国际视角和丰富的管理经验。NGO在完善和推进我国社会治理改革中越来越发挥着关键的作用。目前，国际NGO与我国政府的合作频繁越来越高且具有多维性的特点，他们与政府部门的合作模式也成为社会备受讨论的热点话题之一。国际NGO呈现的特征之一就是多维性，其中，境外基金会是在华INGO的一种，尽管正式登记的比例不高且数量不多，但与国内非政府机构相比，境外基金会拥有相对丰富的稀缺资源，具有国际视角和比较成熟的管理模式。其性质、功能定位导致了他们在与政府合作中与本土NGO有着很大的不同，呈现出独特的社会公益价值，为推动我国经济社会的健康发展和国家治理模式的转型提供有益的启示。然而，境外基金会与政府合作也充满了挑战与不确定性，如何构建一种有效适应当今社会特点的新型战略伙伴关系，实现“共生双赢”是当今社会的一大难题。本文以一家影响力较大的境外华人基金会与国家部委的一个合作项目为研究实例，该合作项目是政府部门与境外基金会合作开展儿童救助的一个尝试，呈现出社会福利与公益慈善双轨并行的特点，具有典型的研究价值。本文将该合作项目作为研究的切入点和载体，详细分析这家境外基金会在项目实施过程中与政府的互动模式，总结其合作模式与特点、合作成效与策略、并分析其内外部影响因素，解释其背后运行的逻辑。此外，本文还试图通过对比双方合作中的成本效益，思考境外基金会与政府合作中的角色定位，并借助互联网思维，探讨二者未来可能的创新合作模式，探寻政社合作的最优路径。

Since the third plenary session of the 18th central committee, the cooperation between government sectors and NGOs has been continuously enhanced. It is imperative to establish the new cooperative model between government and society through new strategies. With the further deepening of globalization of the economy, politics, society, more and more international NGOs come into China and bring international experience and perspectives to the domestic community development. NGO is playing a more and more important role in improving and promoting the social government reform of china. Those organizations were becoming main driving forces that should not be neglected in the revolution of social governance, and their cooperation model with government are also the eye-catching public issues. The primary feature of international NGOs in China was the diversity, and oversea funds is one of the INGO. Although few registered officially, they still drive as main force for social innovation and diversified governance with the abundant resources, international perspective and mature experience. Their unique size and functionality distinguished them greatly from the domestic NGOs, provide a unique social value and beneficial inspiration foe the development of our economy, society, and the nation governance.However, the cooperation between government and overseas foundations is a journey of changes and challenges. How to establish a effective new partnership and to achieve the sustainable win-win is a big issue. This essay identifies study of the collaboration program between Foundation and Ministry of Civil Affairs. The program is a trial for the development of children rescue co-launched by government and overseas foundation. It is featured with the co-existence of social welfare and public charity and is a representative study case.This article takes the case as a starting-point, to depicture the interaction model between an overseas foundation and government during the implementation process and concludes the cooperation mode, features, achievements and strategies. Moreover, this article tries to make comments on the pros and cons in such cooperation as well as critical thoughts about the role orientation of overseas foundations in the cooperation with government. Besides, it will probe into the possible innovative cooperation modes between government and overseas foundations in the future by virtue of the Internet. Such reflection and experience can be used for reference in searching for the best cooperation approach between government and society.
