进入智能传播时代，对平台的规制和监管越发受到各国的重视，文章以行动者网络为分析范式，构建起以政府、平台企业、技术、用户、版权人为行动者的平台治理行动者网络框架。基于行动者网络，文章对欧盟平台版权责任的发展历程进行分析。文章通过回顾欧盟从“模仿”到“超越”、从“事后”治理到“事前”预防的路径，发现技术、平台两大行动者逐渐成为行动者网络的主导力量。随着技术从渠道到中介，再到具备自主性特征；平台从萌芽、发展到形成超级大型平台，促使欧盟平台治理法律的不断收紧、强化。最后，根据行动者网络展望未来的平台治理，为我国建设具有中国特色的平台治理道路提出建议。

In the era of intelligent communication, the regulation and supervision of platforms have attracted more and more attention from various countries. This paper takes the Actor-Network Theory as the analysis paradigm, the framework of the actor network in platform governance is constructed with the government, platform enterprises, technology, users and copyright as the actors. Based on the actor network, the development course of copyright liability of EU platform is analyzed. Review the EU's path from "imitation" to "transcendence", from "post-governance" to "pre-prevention", it is found that two actors, technology and platform,  have gradually become the dominant force of the actor network.

As technology moves from channel to intermediary to autonomous; from the germination of the platform to the formation of a super large platform, the EU platform governance law is constantly tightened and strengthened. Based on the actor network, the paper looks into the future of platform governance and puts forward some suggestions for China to build a road of platform governance with Chinese characteristics.
