常年以来，党中央、国务院都对广大青少年学生的体质健康予以了高度重视和巨大关怀，先后出台了一系列文件指导相应工作，青少年的体质健康问题得到了全社会的共同关注。如何有效的遏制我国青少年体质和健康水平连续下滑的现状，已经成为学校体育工作最棘手的困难和最突出的问题。2012年北京市西城区为增强学生体质，促进学生健康成长，提高学生每天一小时在校体育锻炼的实效性，制定了《在中小学实施每天一节体育课的工作意见（试行）》文件，规定各学校要在不安排体育课的当天，将固定的体育活动“课程化”，组织安排学生参加体育活动课。学生的体质健康水平与学校体育的实际开展效果有着紧密的联系，体育活动课作为体育课堂教学的延伸，能够很好地弥补课堂教学在时间、空间上的不足。到目前为止，关于体育活动课的相关研究相对较少，希望本文能为在小学阶段开展体育活动课提供理论及实践支持，从而提高小学生在校“每天锻炼一小时”的实效性。本文通过文献综述法、数理统计法、逻辑分析法，从北京市西城区各小学体育活动课开展的现状着手，总结在区内开设体育活动课的经验、发现存在的问题与不足，分析其影响的主要因素，并在此基础上提出科学合理、有效的建议，为更多的学校能因地制宜的开展体育活动课提供借鉴和参考。研究结论如下：1.北京市西城区大部分小学能按照规定开设体育活动课，课程时间安排较为合理。学校的体育器材基本可以满足体育活动课的需求。2.在体育活动课以班级授课制为主，内容多为跳绳、田径、篮球和羽毛球等学校常见的体育运动项目；在教学管理方面，因为校际间的差距，各校形成了自己体育活动课管理机制和组织形式。教学文件值得的随意性较高，部分学校缺乏对学生学习效果评价。3.目前西城区小学的体育教师数量略显不足，一些学校在体育活动课的授课时，需要聘请校外专业教师或由本校其他学科老师担任。西城区小学的生均运动场地面积较小，是制约学生体育活动一个因素。4.西城区小学生参与体育活动课积极性较高，对授课内容很满意，运动强度适中，可以达到锻炼身体的作用；小学生们普遍认为通过体育活动可以调整身体状态，有助于学习文化知识。

The actual physical health level of students and the school sports results are closely linked, the class of physical activity as the extension of physical education class teaching, can be very good to make up for the lack of classroom teaching in time and space. So far, the related research about Physical Activity are relatively few, I hope this paper can provide theoretical and practical support to carry out Physical Activity in the primary school pupils ", so as to improve the effectiveness of exercise for an hour every day".Through methods of literature review, mathematical statistics and logical analysis, based on the current situation of physical activity of the primary school in Xicheng District, Beijing, the article sums up the experience, existing problems and shortcomings of the class of physical activity, provided with an analysis of the main factors of its influence, and further provides several scientific, reasonable and effective suggestions, in order to provide reference to more schools to carry out Physical Activity which suits their local conditions. Conclusions of the study are as follows:1 Xicheng District, Beijing most primary school can in accordance with the provisions of open physical activity, curriculum time arrangement is reasonable. The school sports equipment can basically meet the needs of physical activity.2.in sports class of class teaching system, content for the sport of track and field, the common rope skipping, playing basketball and badminton school; teaching management, because the school to see the gap, the school has formed its own sports teaching management mechanism and organizational form. The teaching file is at high school, part of the lack of learning evaluation of students.3.Xicheng District primary school physical education teachers the number of slightly less, some schools in the teaching of sports course, need to hire school teachers or served by the schoolteachers of other subjects. Xicheng District primary school student sports venues area is small, is one of the factors restricting students' physical activity.4. Xicheng District primary school students participate in physical activity enthusiasm high, very satisfied about the teaching content, the exercise intensity is moderate, can achieve the purpose of exercise; the pupils generally believe that can adjust the body through Physical Activity, contribute to the learning of cultural knowledge.
