当前,党和国家高度重视基层治理体系和治理能力现代化建设。一直以来,新疆农村基层治理具有一定的特殊性,且面临挑战性。相对于东部地区,新疆农村基层社会发展较为缓慢,面临着稳定与发展的双重挑战,更有由原先的治理型基层政府向服务型基层政府转变的压力。同时,社会力量参与乡村治理的能力相对较弱,存在着农村基层工作任务繁杂、工作力量薄弱的问题。新疆D县在农村基层开展“双联户”创建工作,使基层公共服务“横向到边,纵向到底”,更好地将群众的力量纳入到乡村治理中。 “双联户”作为在新疆农村基层地区一种乡村治理的创新模式,在基层社会发展运行中起到了极为重要的作用,本文以网络化治理的视角探析“双联户”实践中存在的问题,并尝试提出合理的对策建议,本课题的研究有助于促进农村基层“双联户”实践的健康发展,从而进一步提升农村基层“双联户”的实践效能。 在乡村治理难度逐渐变大、任务逐渐加重的背景下,本文以新疆D县农村基层“双联户”实践为切入点,采用访谈法、文献法、参与式观察法,以网络化治理理论为分析视角,从网络化治理的网络主体、网络环境、网络结构、网络基础、网络价值,以及网络化治理中信任机制、沟通机制等方面着手,梳理了“双联户”在实践中的现状及特点,并归纳出以下存在的问题,一是“双联户”层面存在工作目标不聚焦的问题;二是村委会层面存在工作形式化的问题;三是基层政府层面存在工作引导不到位的问题。究其深层次原因,主要体现为农村基层治理主体思想认识不到位、信任机制不健全、沟通机制不畅通等方面。通过借鉴国内外网络化治理相关实践的经验启示,本文提出以下治理对策:一是完善“双联户”的政策体系,出台“双联户”专项政策、简化“双联户”工作职责、提高治理主体的参与意愿、强化各方参与治理能力;二是构建合理有效的“双联户”治理结构,明确“双联户”模式中各主体的角色、构建政府主导型合作网络;三是清晰“双联户”模式的治理机制,完善治理主体的问责制度、建立稳健的信任机制、建立良好的沟通机制、制定“双联户长”的轮值机制、建立完善的网络激励机制。 本文以网络化治理理论的视角研究农村基层“双联户”实践中出现的问题,在研究的主体、内容上有一定的创新,研究结论能为新疆乡村基层的发展提供一定的参考价值。 |

The deep-seated reasons are mainly reflected in the lack of understanding of the main body of grassroots governance, the imperfect trust mechanism and the unimpeded communication mechanism. Based on the experience and enlightenment of network governance practices at home and abroad, this paper puts forward the following governance countermeasures: first, improve the policy system of "double joint households", issue special policies for "double joint households", simplify the work responsibilities of "double joint households", improve the willingness of governance subjects and strengthen the ability of all parties to participate in governance; The second is to build a reasonable and effective governance structure of "double-linked households", clarify the roles of each subject in the "double-linked households" mode, and build a government-led cooperation network; Third, make clear the governance mechanism of "double-linked household" mode, improve the accountability system of governance subjects, establish a sound trust mechanism, establish a good communication mechanism, formulate the rotating mechanism of "double-linked household head", and establish a sound network incentive mechanism. In this paper, from the perspective of network governance theory, the problems in the practice of rural grass-roots "double connected household" are studied, and there are certain innovations in the subject and content of the study. The research conclusions can provide certain reference value for the development of rural grass-roots in Xinjiang. |
