党的十九大明确强调，要加强社区治理体系建设，充分发挥社会工作的专业作用。作为社区治理的重要内容，社区公共领域建设被给予越来越多的关注。社会工作作为一门助人专业，秉持“以人为本”的价值理念，拥有专业的技能和方法，在参与社区公共领域营造的过程中，为社区注入了新的活力。 社区营造的核心在于“造人”。社区公共领域的营造重在社区居民的营造，充分调动居民参与社区公共事务的积极性、主动性和创造性，并培养其发现问题和解决问题的能力。本文以X社会工作机构参与北京市东城区L社区的社区公共领域营造过程为例，运用参与观察及深度访谈的研究方法，对X社会工作机构参与L社区公共领域营造的内容、方式、路径及成效进行探讨，就社会工作参与社区公共领域营造过程中遇到的问题与存在的不足进行剖析，并提出相应对策，以期对今后社会工作参与社区公共领域营造提供经验参考。 社会工作参与L社区公共领域营造主要包含四个维度，即公共空间、公共行动、公共文化与公共意识。以“中草药种植”、“网络微信群建立”、“社区报创办”、“居民自律公约制定”、“中医讲堂及免费体检”等具体活动为社区公共领域营造的切入点，通过“以点撬面”、“以小促大”的方式，带动社区居民积极参与社区活动，并形成了线上线下的社区公共空间；促进了居民的公共行动；营造了社区公共文化氛围；进一步提高了社区居民的公共环境意识、健康意识、参与意识，同时增进了居民之间的情感交流。在社区公共领域营造的具体过程中，社会工作者主要扮演了沟通者、管理者、使能者、教育者、中介者等角色，对项目进行整体的统筹规划与控制，并对社区居民志愿者给予启发催化与支持鼓励，同时强化沟通，分享信息，积极链接资源，起到协调联络作用，为L社区公共领域的营造提供了有力保障。 同时，本研究也发现，X社会工作机构在参与L社区公共领域营造过程中，因为存在社区居委会支持力度欠缺、社会工作专业熟识度不高、社工机构各项制度不完善、社会工作者处境尴尬、社区居民参与活动意识弱、项目制服务模式较为机械等诸多问题，所以培育社区在地力量的效果尚不明显。为期一年的项目制服务，无法深入社区，扎根社区，碎片化的服务只是在社区居民心中刚埋下种子，专业社会工作机构与社会工作者就不得不撤离社区，以致社区公共领域营造无法真正开花、结果，可持续性较弱。鉴于此，政府、社会、基层民众及社会工作机构需齐心协力，形成合力，共同探索社区公共领域的营造之路。

As an important content of community governance, community public domain construction has been given more and more attention. As a helping professional, social work upholds the “people-oriented”value concept, possesses professional skills and methods, and injects new vitality into the community in the process of participating in the construction of community public areas. The core of community building lies in “creating people”. The construction of community public areas focuses on the construction of community residents. Fully mobilize the enthusiasm, initiative and creativity of residents in community public affairs, and cultivate their ability to find problems and solve problems. This paper takes the example of the X social work organization’s participation in the community public domain building in the L community of Dongcheng District, Beijing, and uses the literature method, participation observation, and in-depth interviews to study the content and methods of the participation of X social work organizations in the L community public domain. Investigate the path and effectiveness, analyze the problems encountered in the process of social work participation in community public domain construction, and propose corresponding countermeasures, with a view to providing experience reference for the participation of social work in community public domain construction in the future. The participation of social work in the construction of the L community’s public sphere mainly includes four dimensions: public space, public action, public culture, and public awareness. The specific activities such as “Chinese Herbal Planting, ” “Network Wechat Group Building,” “Community Report Founding Office,” “Constitution of Residents’Self-discipline,” and “Chinese Medicine Lecture Hall and Free Physical Examination” are the entry points for the community’s public domain. “promote small and big”approach, promote community residents to actively participate in community activities, and form a community public space online and offline; promote public action of residents; create a community public cultural atmosphere; further improve the community residents Public environmental awareness, health awareness, participation awareness, and increased emotional communication among residents. In the specific process of community-based public domain building, social workers mainly act as communicators, managers, enablers, educators, and mediators, and overall planning and control of the project, and volunteers for community residents. Inspire catalysis and support encouragement, strengthen communication, share information, and actively link resources to play a role in coordinating and liaising, providing a powerful guarantee for the creation of the L community’s public domain. At the same time, this study also finds that X social work agencies participate in the construction of the L community public domain, because of the lack of community support committee support, social work professional familiarity is not high, the social and institutional institutions are not perfect, social workers are paralysed, There are many problems such as weak awareness of community residents’ participation in activities and relatively more mechanical services in the project system, so the effect of nurturing the strength of the community in the community is not obvious. The one-year project service cannot penetrate the community and take root in the community. It is only planting seeds in the hearts of the community residents. Professional social work organizations and social workers have to evacuate the community, so that the public community can not create a real flowering result. Persistence is weak. In view of this, the government, society, grass-roots people and social work agencies need to make concerted efforts to form a concerted effort to explore ways to create community public areas.
