The public sector in Sierra Leone has been the country's worst working environment following the 11-year civil conflict. To accomplish its goals, the country has established a number of governmental institutions and capacity-building initiatives. The nation's major problems have been the administrative, political, social, and economic changes, some of which come under the control and responsibility of Ministry, Department and Agencies (MDAs), such as the structuring of pay incentives, the hiring and selection of public employees, and capacity building. Competent public employees in Sierra Leone are not motivated by their working conditions, which has had a significant impact on how well public organizations perform. 
  Based on the foregoing, a study was carried out to more thoroughly address the following subquestions: the relationship between human resource planning and organizational performance, the importance of human resource planning in the recruitment and selection of staff in public organizations, and the role of recruitment and selection on the performances of public sector employees in public sector institutions   In light of this, the research was highly important for the Parliamentary Service Commission of Sierra Leone since it raised awareness of the many difficulties that staff members encountered with regard to hiring, capacity training, pay, and other incentives. The study helped the Sierra Leone Public Service Commission (PSC) and HRMO greatly because it was helpful in formulating appropriate recruitment and selection policies and programs and furthermore helped to create a good environment for proper recruitment and selection in the public service of Sierra Leone. 
Overall, the results showed that human resource planning is important for the recruitment and choice of public organizations in Sierra Leone, and it improves the payment of salary to public employees. 
And that recruitment and selection are essential to the operation and performance of public organizations in Sierra Leone and that when the PSC and HRMO effectively manage the process, they can help public organizations acquire qualified personnel who will stand the test of time.
