我国目前正处于突发公共事件高发时期，数字预案的研究对最大程度地预防和减少突发公共事件及其造成的损害，保障公众的生命财产安全，维护国家安全和社会稳定有重大意义。数字预案的一致性是数字预案必须具备的重要性质。本文基于预案应急过程的研究得出数字预案的一致性规则的定义。通过系统需求分析、概要设计、详细设计、编码等工作最终实现了数字预案一致性评审系统。该系统采用B/S架构，基于ASP+SQL Server 2000实现。通过单元测试、集成测试和系统测试阶段，达到了预案数字化管理和预案一致性的评审的目标。

The public emergency occurs frequently in China presently. The study on digital predetermined plan plays an important role in social stability. The digital predetermined plan’ consistency is an indispensable part of a digital predetermined plan. This paper gave the definition of digital predetermined plan’ consistency based on the study of the emergency treating processes. The digital predetermined plan’ consistency assessing system has been realized through work on system requirements analysis, preliminary design, detailed design and coding. The system used the B/S construction and based on ASP and SQL Server 2000.The system achieved the goal of the predetermined plan digitization management and the consistency assessing through the unit testing, the integration testing and the system testing stage.
