随着中国经济的发展及在世界影响力的提升,大量外籍人士涌入中国,汉语学习不断升温,到中国留学的外籍学生数量也在迅速扩展,许多公办学校顺势建立起招收外籍学生的国际部。然而这类国际部由于是公办体制,教师的管理大都依照事业单位的模式,虽然工作比较稳定,但待遇相对较低,面临的突出问题是教师工作的积极性不高,引进优秀教师难,留住优秀教师更难,在激烈的市场竞争中,始终处于劣势。如何调动教师的积极性和创造力、吸引优秀教师前来任教就成为这类国际部最为核心的症结所在。因此改革和完善现有的国际部教师激励机制,建立一个适应和促进国际部发展的人才管理的机制,是国际部吸引才人、提升教学质量最有力的工具。本文以北京理工大学附中国际部教师激励机制为研究对象,围绕公办学校国际部教师激励机制中的问题,首先对建立中小学国际部教师激励机制进行了理论分析,涉及激励机制的概念界定、激励机制的理论基础及国际部学生及教师的特征分析等内容,然后针对北京理工大学附中国际部教师激励的现状,深入分析了现行的教师激励机制严重脱离实际等诸多问题,接着从教师激励机制的设计原则、目标及基本框架等方面,讨论了如何设计北京理工大学附中国际部的教师激励机制,最后从物质激励机制、精神激励机制和激励保障机制等三方面详细介绍了北京理工大学附中国际部教师激励机制的内容。希望通过这一机制的构建,使理工附中国际部建立起一支高水平、高素质的教师队伍,提升该校国际部的办学水平。同时为其他公办学校国际部提供一个可参考的解决方案。

With the development of Chinese economy and the promotion of influence in the world, a lot of foreigners come to China. Therefore, learning Chinese has become more and more popular. The number of foreign students in China has rapidly expanded. Many public schools have established international departments to serve foreign students according to this situation. The management of teachers always follow the public institution because they belong to public schools. Although the teachers’ work is stable, their salary is not high. Therefore, the problem is the teachers are not initiative enough in the work. It is difficult to introduce new teachers and even more difficult to retain original teachers, which is always in the inferior position in the intense competition. The key problems of those kind of international departments are how to motivate teachers’ initiative and creativity and how to attract more new good teachers. Therefore, the most useful way to attract talents and improve teaching quality is to reform and perfect current teachers’ encouragement system of international departments and to establish a personnel management system which can fit and promote the development of international departments. This article uses the encouragement system of High School Affiliated to BIT as the research object, analyzing and researching around the problems of teachers’ management system of international departments in public schools. Firstly, analyzing theoretically about establishing encouragement system of international departments in primary and secondary schools, which includes the concept definition of encouragement system, theoretical basis of encouragement system, analysis of teachers’ characters and so on. Then, analyzing and researching deeply to the current situation in High School Affiliated to BIT and finding out many problems in current system like divorced from reality badly. Then, discussing how to design the encouragement system in High School Affiliated to BIT from design principles of this encouragement system, the aim and the basic frame. Finally, introducing the system in detail from material motivation, spiritual motivation and motivation insurance. Hope that through the establishment of this encouragement system, establishing a teacher team with high level and high quality and enhancing the education level of the international department in this school. It can also provide a referable project to other international departments of public schools.

作者简介: | 毕业于师范院校,在中学工作二十余年,担任教育管理工作十余年,积累了较丰富的一线工作经验,在教育科研方面多次开展实践研究。近年来负责学校的国际部工作,对外籍学生教育教学及教师工作有着深入的了解,尤其是亲身体会公办学校国际部教师管理中的问题众多,限制了国际部的发展。就此将管理理论应用于实际工作中,进行了教师激励机制的研究,完成此论文。 |
