中国共产党对西藏农牧民思想政治教育的重视是一以贯之的。回顾历史,伴随着西藏农牧区经济社会的跨越式发展,党对西藏农牧民的思想政治教育工作也在优质化推进,西藏农牧民群众的国家意识、公民意识、法治意识等思想政治素养整体不断提升,这使得西藏农牧民能够充分发挥其在推动西藏农牧区社会长足发展和长治久安中的主力军作用,进而凝心聚力推动西藏农牧区经济社会的不断发展。党在各历史时期开展的西藏农牧民思想政治教育取得了突出成效,为新时代继续开展西藏农牧民思想政治教育奠定了重要的历史积淀。

新时代西藏农牧民思想政治教育不断创新发展。在内容方面,西藏农牧民思想政治教育着力在民族团结教育、感党恩教育、脱贫攻坚精神教育内容方面实现创新突破;在载体方面,活动载体是思想政治教育的基本载体之一,以往那些曾经发挥过重要作用的思想政治教育载体形式如做报告、念报纸、召开会议等,已经不能完全满足新时代西藏农牧民思想政治教育的需要,近年来被广泛采用的“四讲四爱”主题教育实践活动、“民族团结月”活动、“创先争优强基础惠民生”活动等活动载体,因其具有形式新颖、主客体可以借此产生良性互动、寓教于乐的特点,收到了事半功倍的效果,皆成为了新时代西藏农牧民思想政治教育重要的载体形式。

新时代教育方法的创新运用是提升西藏农牧民思想政治教育成效的关键。新时代西藏农牧民思想政治教育初步形成了具有西藏特色的思想政治教育方法。运用先进典型教育法,把晦涩抽象的理论灌输教育变为生动具体的先进事迹和高尚精神的宣传教育;运用疏导教育法,在教育双方双向平等交流互动过程中开展思想政治教育,凸显“以人为本”的教育理念;运用隐性教育法,将教育内容渗透在农牧民日常生产生活中,让农牧民于潜移默化当中接受教育,收到了润物无声的思想政治教育效果。

The Communist Party of China has consistently attached importance to the ideological and political education of Tibetan farmers and herders. Looking back at history, along with the leapfrog development of the economy and society in Tibetan farming and herding areas, the Party's ideological and political education of Tibetan farmers and herdsmen has also been promoted in a high-quality manner, and the ideological and political literacy of Tibetan farmers and herdsmen has been continuously improved as a whole in terms of their awareness of the state, civic consciousness, and awareness of the rule of law, which has enabled Tibetan farmers and herdsmen to give full play to their role as the main force in the promotion of the long-term development of society in the agricultural and herding areas of Tibet and the long-term peace and stability of society, and then cohesively This has enabled Tibetan farmers and herders to give full play to their role as the main force in promoting the long-term development and lasting peace and stability of Tibetan farming and herding communities, and in turn to unite their hearts and minds to promote the continuous economic and social development of Tibetan farming and herding communities. The Party's ideological and political education for Tibetan farmers and herders in various historical periods has achieved outstanding results, laying an important historical foundation for the continuation of ideological and political education for Tibetan farmers and herders in the new era.

The ideological and political education of Tibetan farmers and herders in the new era has continued to innovate and develop. In terms of content, the ideological and political education of Tibetan farmers and herdsmen has focused on realizing innovative breakthroughs in the context of national unity education, education in the sense of the Party's grace, and education in the spirit of poverty alleviation and eradication; in terms of carriers, activity carriers are one of the basic carriers of ideological and political education, and in the past, those forms of ideological and political education carriers that had once played an important role such as reports, newspapers, and meetings could no longer fully meet the needs of ideological and political education for Tibetan farmers and herdsmen in the new era. In recent years, the "Four Speeches and Four Loves" thematic education and practice activities, the "Month of National Unity" activities, and the "Striving for Excellence and Strengthening the Foundations to Benefit the People's Livelihoods" activities have been widely adopted as carriers of ideological and political education. Activities such as the "Four Speeches and Four Loves" theme education and practice activities, the "Month of National Unity" activities, and the "Striving for Excellence and Strengthening the Foundations for the Benefit of the People's Livelihood" activities have all become important and innovative carriers of ideological and political education for Tibetan farmers and herdsmen in the new era, due to their novel form, the benign interaction between subject and object, and the characteristics of teaching and learning for the benefit of others.

The innovative use of educational methods in the new era is the key to enhancing the effectiveness of ideological and political education for Tibetan farmers and herders. The ideological and political education of Tibetan farmers and herdsmen in the new era has initially formed an ideological and political education method with Tibetan characteristics. The advanced and typical education method is used to change the obscure and abstract theoretical indoctrination into vivid and concrete propaganda and education on advanced deeds and noble spirits; the diversion education method is used to carry out ideological and political education in the process of two-way and equal communication and interaction between the two parties, highlighting the education concept of "people-oriented"; the implicit education method is used to infiltrate the education content into the daily production and life of farmers and herdsmen; and the hidden education method is used to infiltrate the education content into the daily production and life of farmers and herdsmen, and to enhance the effectiveness of the education. The use of hidden education methods, and infiltration of educational content in the daily production and life of farmers and herdsmen, so that farmers and herdsmen in the subtle accept education, and receive the effect of ideological and political education in a silent manner.
