中国共产党对西藏农牧民思想政治教育的重视是一以贯之的。回顾历史，伴随着西藏农牧区经济社会的跨越式发展，党对西藏农牧民的思想政治教育工作也在优质化推进，西藏农牧民群众的国家意识、公民意识、法治意识等思想政治素养整体不断提升，这使得西藏农牧民能够充分发挥其在推动西藏农牧区社会长足发展和长治久安中的主力军作用，进而凝心聚力推动西藏农牧区经济社会的不断发展。党在各历史时期开展的西藏农牧民思想政治教育取得了突出成效，为新时代继续开展西藏农牧民思想政治教育奠定了重要的历史积淀。

新时代西藏农牧民思想政治教育不断创新发展。在内容方面，西藏农牧民思想政治教育着力在民族团结教育、感党恩教育、脱贫攻坚精神教育内容方面实现创新突破；在载体方面，活动载体是思想政治教育的基本载体之一，以往那些曾经发挥过重要作用的思想政治教育载体形式如做报告、念报纸、召开会议等，已经不能完全满足新时代西藏农牧民思想政治教育的需要，近年来被广泛采用的“四讲四爱”主题教育实践活动、“民族团结月”活动、“创先争优强基础惠民生”活动等活动载体，因其具有形式新颖、主客体可以借此产生良性互动、寓教于乐的特点，收到了事半功倍的效果，皆成为了新时代西藏农牧民思想政治教育重要的载体形式。

新时代教育方法的创新运用是提升西藏农牧民思想政治教育成效的关键。新时代西藏农牧民思想政治教育初步形成了具有西藏特色的思想政治教育方法。运用先进典型教育法，把晦涩抽象的理论灌输教育变为生动具体的先进事迹和高尚精神的宣传教育；运用疏导教育法，在教育双方双向平等交流互动过程中开展思想政治教育，凸显“以人为本”的教育理念；运用隐性教育法，将教育内容渗透在农牧民日常生产生活中，让农牧民于潜移默化当中接受教育，收到了润物无声的思想政治教育效果。
