统计数据的质量，是统计工作成果的重要体现，当前经济社会的高质量发展，不断对政府统计工作提出新的要求，如何能在政府统计工作中，切实有效的提高数据质量，是当前统计工作的研究重点。乡镇的数据统计是数据收集工作的基础，是确保基层数据准确性的关键步骤，这一级别的数据统计工作连接着区级政府的统计部门，同时负责企业等调查对象的数据收集工作，为整个统计调查任务提供了一个连接前后的重要桥梁。做好乡镇政府统计数据质量的研究，有助于为上层机构提供基层经验，促进相关制度法规的拟定，推动统计流程的规范化，从源头端有效提高政府统计数据质量。

X镇为北京市A区经济发展程度靠前的镇街，具有成熟城区和郊区乡镇相结合的特点，其政府统计工作模式具有新老模式相结合的特征，具有一定的研究价值。本研究从北京市A区X镇统计工作入手，运用全面质量管理理论，从乡镇政府统计工作的全方位角度出发，以求从基层角度较全面的研究总结出影响乡镇政府数据质量的影响因素，通过实际工作中的经验总结出能够从基层角度提升政府统计数据质量的建议。

本研究主要采用访谈法，结合实际工作情况分析了X镇统计管理体制、统计机构工作人员情况、统计工作模式对于乡镇统计数据质量的影响情况。通过对企业调查对象、居民调查对象、村社统计人员、乡镇机构统计人员的访谈，总结出X镇统计数据质量在及时性、真实性、准确性、运用情况几方面存在的问题。

研究运用全面质量管理理论，以保证统计工作质量为目标，从工作流程前期的统计法制建设、组织架构到质量管理过程中的事前预防、事中控制、事后检测对统计工作流程进行分析，再到最后统计产品情况，分析了各环节对统计数据质量的具体影响过程和作用方式。最后，针对影响统计数据质量的因素，从法制建设、组织架构、人员队伍、事后管理几方面提出一套涵盖范围较广的乡镇政府统计数据质量提升路径，并对统计体制改革提出基层角度展望，是当前少有的基于实际工作经验形成的关于乡镇政府统计数据质量的研究。

The quality of statistical data is an important embodiment of the achievements of statistical work.With the high-quality development of the current economic society,new requirements are constantly put forward for the government's statistical work.How to effectively improve the quality of data in the government's statistical work is also the focus of the current statistical work.This paper mainly discusses the importance of enhancing the caliber of statistical information in governmental statistical tasks, and proposing several recommendations for bettering the statistical data quality in governmental statistical activities..Township statistics is the basis of statistical work, is the key link to control regarding the caliber of grassroots statistical information, this degree of statistical work on the district and county government statistical departments, enterprises and other statistical objects, in the statistical work plays a bridge role.Doing a good job in the study of the quality of statistical data of township governments is helpful to provide grassroots experience for upper-level institutions, promote the formulation of relevant laws and regulations, and promote the standardization of statistical processes, with the aim of significantly enhancing the caliber of governmental statistical information from the source end.

X Town is a town with a high level of economic development in A District of Beijing,which has the characteristics of combining mature urban areas and suburban towns. Its government statistical work mode has the characteristics of combining the old and new modes,which has certain research value.Starting from the statistical work of X Town in Beijing,this research employs the concept of total quality management and focusing on the guidelines for handling statistical data quality within the government ,and starts from the comprehensive perspective of the statistical work of township governments,so as to comprehensively study and summarize the influencing factors of the data quality of township governments from the grassroots level,and summarizes proposals for enhancing the caliber of governmental statistical information from the grassroots level through the experience of practical work.

This study mainly adopts the interview method，combined with the actual situation to analyze the impact of statistical management system, statistical personnel situation, statistical work mode on the quality of statistical data in X town. Through the interview of enterprise respondents, residents respondents, village committee statisticians, and township statisticians, the problems existing in the quality of statistical data in X town are summarized in terms of timeliness, authenticity, accuracy, and application.

This research employs total quality management theory to guarantee the caliber of statistical analysis. Spanning from the initial phase of developing statistical legal systems and their organizational framework, through the stages of quality control including pre-prevention, in-process management, and post-detection analysis of statistical work processes, culminating in the final statistical outputs, the analysis focuses on the distinct processes and actions of each component affecting statistical data quality. Ultimately, considering the elements influencing statistical data quality, including legal system design, organizational framework, staff team, and post-management, various aspects have proposed a comprehensive array of methods to enhance statistical data quality in township governments. This includes a grassroots approach to statistical system reform, representing a scarce research on township government statistical data quality, grounded in hands-on experience.
