随着我国教育事业的蓬勃发展,教育出版已经成为中国出版业中的支柱产业之一。对于教育出版、大学出版以及教材教辅出版的相关研究也是出版研究中的热点话题。涉及教育内容的国内外出版机构众多,其中大学出版社具有举足轻重的地位。有别于我国的大学出版社,国外大学出版社的主要业务是学术专著出版。教材教辅出版处于次要地位。然而,随着市场、政策与技术的不断更迭,国内外的教育出版业均做出了不同程度的调整。对此,本报告通过实证调查国内大学出版社的主要业务和国外大学出版社的发展状况,为我国大学出版社未来发展提供参考依据。本报告具体分为两个方向展开:

方向一着重探讨国内教育出版的新趋势和新重点。通过文献调查和走访国内知名的教育出版机构(以大学出版社为主),本部分研究选取了目前国内教育出版业的两项热点研究。一项是聚焦人工智能技术给K12阶段教育出版带来的冲击;另一项研究着重探讨以老年教育为主题的知识服务在出版单位是如何展开的。两项研究分别从基层的视角为出版企业(北京师范大学出版集团)开发新业务提供理论和现实依据。两项研究分别侧重中国教育出版业发展面临的两个挑战:技术变革对教育出版形态和内容的挑战以及教育产业的板块需要如何随着新兴人群的社会文化需求的变化寻求发展。

方向二聚焦国外以大学出版社为主体的出版机构的创立目标、价值、使命以及业务种类。大学出版社在全球的教育和文化传播中具有重要意义。在欧美国家,大学出版社的主要任务和目标是助力其母体大学的学术发展和科研创新,为所在的高等教育机构(院系和图书馆),以及所在地社区提供相关的知识服务。大学出版社业务的扩展从学术出版和服务大学出版需求到现在与一些商业出版社开展合作,其致力于推动全球教育和科研的目标从未发生变化。其中,以美国大学出版社为例,本报告分析了四家知名大学出版社的支柱业务和学术出版选题策划方向。研究发现,大学出版社在坚守其创立之初的目标时,也在积极拓展业务。虽然欧美大部分的大学出版社都是以非营利为目的,但近些年来这些大学出版社也在强调其商业价值。大学出版社面临转型和市场竞争者带来的危机。

本报告这两部分的研究采用了混合研究方法,即定量和定性相结合的方法。定量研究部分主要采用了调查问卷法,定性研究的部分主要采用文本分析、访谈和参与观察。本研究发现,虽然教育出版在国内外均为一个庞大的出版领域,但是以大学出版社为主体的国外教育出版业务和模式相对单一。主要从事教育出版的机构的功能随着环境的变化并未受到十分明显的冲击;反之,坚守使命与创办的初心则是国外大学出版社重要的价值。由于我国的出版政策与国外不同,具有鲜明的中国特色,是以服务国家发展大局、弘扬社会主义核心价值观为第一要务。经济形势、教育事业和社会的变化促使我国大学出版社要不断适应新的环境,更新出版理念,调整教育出版的资源和生产,从而推动我国教育出版的蓬勃发展和创新实践。

With the vigorous development of Chinese education industry, educational publishing has become one of the pillar industries of Chinese publishing industry. Research on educational publishing, university publishing, and textbook publishing has become hot-button issues in publishing research. In foreign countries, there are many publishing institutions and units involved in producing educational contents, among which university presses play a pivotal role.The main business of university presses overseas is the publication of academic monographs, while the publication of textbooks and teaching materials is secondary. However, with the continuous changes in markets, policies, and technology, both domestic and foreign educational publishing industries have made adjustments to varying degrees. In this regard, this report aims to provide supportive information for the future development of Chinese university presses by investigating the main business of Chinese university presses and the status of foreign university presses.Two Focus will be illustrated below:

Focus One aims to exploring new trends in domestic education publishing. Through reviewing the literature and visiting well-known education publishing institutions in China, mainly in Beijing, this section looks at two research topics in current domestic education publishing industry. One focuses on the impact of artificial intelligence technology on the educational publishing industry, with a particular focus on primary and secondary schools. Another part of study looks at how educational presses work on knowledge services centered on elderly education. This part of research investigates the institutions provide elderly education services in China. These two studies focus on two challenges that the development of China's education publishing industry faces: the challenge posed by technological changes to the form and content of education publishing, and how the education industry finds a way out with changing social and cultural needs of emerging groups, and broadens the scope of educational publishing.

Focus Two investigates the goals, values, missions, and types of foreign publishing institutions. University presses play an important role in global education and cultural communication. In Europe and USA, the main goal of university presses is to support the academic development and scientific research innovation of their parent universities, and to provide relevant knowledge services to the higher education institutions, internal organizations, and local communities where they are located. The expansion of university presses has undergone from academic publishing and serving the publishing needs of universities to now collaborating with other counterparts. Their commitment to promoting the goals of global education and scientific research has never changed. Taking four well-known university presses in the US as a particular case, this part of research analyzes their pillar businesses and academic publishing. The study found that while university presses adhere to their initial goals, they are also actively expanding their business. However, although most university presses in Europe and America are non-profit, in recent years, these university presses have also emphasized their commercial values. University presses are facing crises brought about by transformation and competition in the market.

This report adopts a mixed research method, combining quantitative and qualitative methods. The quantitative research part mainly uses a survey questionnaire, while the qualitative research part mainly uses textual analysis, interviews, and participant observation. Through the observations, this study finds that although education publishing is a wide-range topic both domestically and internationally, the education publishing industry and models in foreign countries are relatively simple. The functions of institutions engaged in education publishing have not been significantly affected by changes of the environment; on the contrary, adhering to the original intention of those publishing institutions is an important mission of foreign educational publishing industry. Different from foreign countries, China's publishing policy has distinct Chinese characteristics and takes serving the overall development of the country and promoting core socialist values as its priority. Economic situation, education, and social changes prompt the education publishing industry to constantly adapt to new environments, update publishing concepts, and adjust production.
