我国正处于全面建设小康社会的关键时期,其基本国情决定了资源将是长期制约我国经济社会发展的重要因素之一。实现经济社会的可持续发展,必须节约集约利用资源,关键是在于促进国土资源的科技进步。科技成果转化是实现将科学技术转化为现实生产力的重要环节,是实现节约集约利用资源,转变经济发展方式的关键途径。随着国家科技成果转化法律法规不断完善,科技体制机制改革的不断推进,国家科技计划重新洗牌调整,同时科技成果转化的参与主体和转化形式日趋多元化,国土资源部在促进科技成果转化中现有工作已不能满足科技创新与经济发展结合日益紧密的需要,应当重新定位国土资源部在科技成果转化中的角色。本文通过对国土资源部在科技成果转化中的职责、现状和存在问题的系统总结梳理,认为国土资源部科技成果转化配套政策不完备、科研单位管理制度不能适应科技成果转化的需要、科技项目现有组织实施方式不能满足科技成果转化的需要、信息传递渠道不顺畅、政府资源对科技成果转化的资助不够等是制约国土资源科技成果转化的主要因素。在总结国外发达国家和有关部委促进科技成果转化成功经验的基础上,提出要制定明确科技成果处置权、收益权和转化工作机制的政策措施,健全国土资源科技成果转化制度;建立完善的国土资源科技成果推广转化平台,为科技成果转化扫除信息不畅通的障碍;通过推进科技成果转化示范工程,编印《国土资源先进实用技术目录》等手段,充分发挥重点科技成果的示范带动作用;开展国土资源科技成果推广转化评价,对国土资源科技成果转化实施全过程管理等方面的建议。

Resource will be one of the most important factors which determine the level of economic and social development of China taking its fundamental realities and resources endowment in account while this country is experiencing the crucial period of building well-off society. The key resolution to improve a sustainable development shall be efficient and intensive utilization of resources, especially approach scientific progress in the area of land and resources. Sci-tech achievement transformation which turns science and technique research achievement into productivity marks the milestone of effective and intensive use of resources and transformation of economic development pattern. The Ministry of Land and Resources requires updating its function on Sci-tech achievement transformation considering the divide between current work and the need from scientific creation and economic development whereas legal system of Sci-tech achievement transformation improves, and science mechanism reform keeps advancing, with more Diversified participants and more complicated transformation patterns. The paper made an analysis on the responsibility, current status, problem and the countermeasure; pointed out main factors which restrict Sci-tech achievement transformation in areas of land and resources hereinafter: Deficient supporting policies, out-dated science and technology institute management system, organization and implementation of science projects, opaque information exchange path, and inadequate financial suppose from government. The paper suggested to establish policies and measures to identify the right of disposal, usufruct and transformation mechanism in order to establish an integrity mechanism of Sci-tech achievement transformation in areas of land and resources on the basis of successful experience from developed countries and relevant ministries; build up an improved Sci-tech achievement transformation platform to enhance transparency in information exchange; to take initiative by key Sci-tech achievement through Sci-tech achievement transformation demonstration projects which compiles The Inventory of Advanced Practical Technology of Land and Resources; to carry out evaluation and to implement whole-flow management Sci-tech achievement transformation in areas of land and resources.
