摘　要管道是石油、天然气运输的主要方式，被誉为国民经济的大动脉，确保能源管道安全运行不仅是管道企业的责任，更是政府公共管理的重要内容。目前，我国管道安全监管水平还不高，具体表现在：政府责任不到位，管道安全立法层次比较低，缺乏专门的监管机构，监管方式也比较落后，没有充分调动民间组织在保护管道安全方面的积极性。为借鉴发达国家管道安全监管的先进经验，提高我国管道安全管理水平，本文专门研究了美国的能源管道安全监管体系，对美国管道安全的立法、监管机构、管道项目的审批等内容进行了详细梳理，并从中得到有益的启示。最后，本文认为，要切实加强我国管道安全监管就必须明确管道安全管理中政府和企业各自的责任，加强管道安全立法，建立健全管道安全监管的组织体系，并充分发挥行业中介组织和社区自治组织在保护管道安全方面的积极作用。

ABSTRACTPipeline plays an important role in the transportation of oil and gas, which is compared to be the main artery of national economy. Therefore, it is not only the duty of Pipeline Company to ensure the security of energy pipeline, but also the essential task for public administration. Presently, the ability of the supervision and management system to guarantee the pipeline security is still weak, for example, the government responsibility is absent; the statute of pipeline security remains a lower level; there is no special organization for this mission; the mode of supervision and management has dropped behind; the enthusiasm of nongovernmental organizations haven’t been inspired to protect the energy pipelines. In order to learn the experience of developed countries and improve the capability of pipeline security management, this paper has studied the American supervision and management system for pipeline security, such as the statue, the organ for supervision and management, and the approval procedure of pipeline, which enlighten us a lot. In the end, the paper concludes that only by cognizing the respective obligation for government and company, lawmaking, establishing and perfecting the organizations for supervision and management as well as highlighting the operation of the guild and community self-rule organizations, can we make a great progress in reinforcing the pipeline security system.
