我国开展土地整治已有数十年时间,当前土地整治已从分散整理转向涵盖山水林田湖草沙冰的土地综合整治,包含的施工内容类型不断增多,工程规模越来越大,因此对土地综合整治项目开展智慧化管理的需求非常迫切。针对现有土地综合整治项目数量大、数据类型广泛、项目管理模式单一等问题,如何构建土地综合整治项目施工监管指标体系并进行及时的预警分析,如何运用合理方法设计并实现土地综合整治项目施工监管系统,是当前研究土地综合整治智慧化管理的关键点。 本文的研究内容和成果主要包括以下几个方面: 首先,研究并构建了土地综合整治项目施工监管指标体系。在调研分析土地综合整治项目施工监管内容的基础上,分析土地综合整治项目建设管理中影响土地综合整治工程施工监管能力的指标因素,构建包含目标层、准则层、要素层和指标层4个层次的土地综合整治项目施工监管指标体系,基于改进的层次分析法计算了土地综合整治项目施工监管指标的权重。以蔚县土地综合整治项目为例评估该研究区的土地综合整治项目施工监管能力。 其次,设计土地综合整治项目施工监管预警技术,提出基于数据分析的土地综合整治项目施工监管实施流程。分析施工监管数据业务逻辑关系,建立单项预警流程,对土地综合整治项目施工监管关键指标数据进行监测;基于物元可拓法构建综合预警模型,评估土地综合整治项目施工监管过程的预警等级,并设计了土地综合整治项目施工监管具体措施。为土地综合整治项目实现基于数据分析的施工监管提供可行的方法支持。 最后,基于上述土地综合整治项目施工监管的指标体系与预警方法研究成果,设计并实现了一套土地综合整治项目施工监管系统。以土地综合整治工程建设阶段的施工工作内容和过程为核心内容,系统采用包含硬件层、数据层、业务层、应用层等多层架构体系,包括土地综合整治项目筹建管理、施工管理和数据管理等模块;经实际应用表明,该系统对土地综合整治施工监管具有强大的支撑作用。 |

The land consolidation has been carried out for decades in our country. At present, the land consolidation has shifted from scattered consolidation to comprehensive land consolidation covering mountains, rivers, forests, fields, lakes, grasses, sand and ice. The contained construction contents types and project scale are getting larger and larger, which gives rise to the urgent need of intelligent management of the project. Aiming at the problems of large quantity, wide data type and single project management mode of existing comprehensive land consolidation projects, how to construct a construction supervision index system and conduct timely early warning analysis, and how to design and realize a comprehensive consolidation land project construction supervision system by reasonable methods, are the key points in the current comprehensive land consolidation intelligent management research. The research contents and achievements of this dissertation mainly include the following aspects: Firstly, the construction supervision index system of the comprehensive land consolidation project is constructed. On the basis of investigating and analyzing the construction supervision contents, this dissertation analyzes the indicator factors that affect the supervision ability of comprehensive land consolidation projects. This paper establishes a construction supervision index system for land comprehensive consolidation projects which includes four levels: target layer, criterion layer, element layer, and indicator layer. Based on the improved Analytic Hierarchy Process, the weights of each construction supervision indicators for land projects are calculated. The comprehensive land consolidation project in Yuxian County is taken as the example to evaluate the supervision capacity in the research area. Secondly, a construction supervision early warning technology and proposes a data analysis-based construction supervision implementation plan is designed. The logical relationship of supervision business data is analyzed, and a single warning process to monitor the key indicator data is established. Based on the matter element extension method, a comprehensive warning model is constructed to evaluate the warning level of the supervision process of comprehensive land consolidation projects. And the specific construction supervision measures is designed. Feasible method support can be provided for the implementation of data analysis-based supervision in comprehensive land consolidation projects. Finally, based on the establishment of the indicator system and warning methods for the supervision of comprehensive land consolidation projects, this paper designs and implements a supervision system. With the supervision work content and process in the construction stage as the core content, the system architecture as a multi-level model consisting of hardware layer, data layer, business layer, and application layer is designed. The modules are included such as the project preparation management, construction management and data management. The practical application results show that the system has a great supporting role for the construction supervision of comprehensive land consolidation. |
