本文是在中国经济稳定快速发展时期，国际竞争力逐步增强，第三轮全国土地利用总体规划修编工作全面展开的背景下，结合作者参与的三明市泰宁县土地利用总体规划修编工作和北京市大兴区土地利用总体规划修编工作取得的经验，对新形势下的土地利用总体规划中的“弹性”和“刚性”问题展开研究。首先，通过文献阅读了解了国内外土地利用规划的现状，定义了土地利用总体规划的弹性和刚性，然后分析现阶段县市级土地利用总体规划的内容和遇到的实际问题，从定性、定量和定位的角度来考虑，处理好土地利用总体规划和社会经济发展的关系。由于社会经济发展对土地需求的增长性与土地资源的稀缺性之间的不协调历来是土地利用规划永恒的主题，进行土地利用规划的目标就是通过让有限的土地资源在国民经济各部门间的合理配置，实现社会经济发展对土地数量、质量、结构和布局方面的供需平衡，使土地利用达到经济、生态、社会三效益的总体最优。最后，以北京市大兴区为例，总结上轮规划实施的经验，分析现在存在的问题，尝试了从定性、定量和定位三个方面对土地的结构布局进行调整，划分了农业用地弹性区和建设用地弹性区，使规划在实际的落实中具有了一定的弹性和刚性。因此，我们的研究目的在于通过对土地利用规划的理论和方法的研究，指导新一轮的土地利用总体规划修编工作。

With the economic developed stably and quickly, the international competitive forces strengthen gradually, the third general land use planning (GLUP) is starting to work comprehensively in our country, and combined some experiences which the author obtained from the GLUP in Taining, Sanming and Beijing Daxing district, the paper is about the “elasticity” and the “rigidity” questions of the GLUP under the new situation. First, through reading literatures, I know about the domestic and foreign land use planning in present, and then I define the elasticity and the rigidity of GLUP, analysis the content and the actual problem which the GULP in county level has meet, consider from the qualitative, the quota and the localization angle, in order to find a good way to process the land planning and socio-economic development relationships. Because the socio-economic develop so fast that the contradictory between the growth of land demand and the scarcity of land resources is uncoordinated which is always the GLUP’s eternal subject. Our object of the land planning is to dispose reasonable the limited land resource in various national economy departments and realize the socio-economic development’s supply and demand balance in the land quantity, the quality, the structure and the layout aspects, enables the land use to achieve the economical, the ecology, the social three benefit overall optimization. Finally, take Beijing Daxing district as an example, summarize experience of the last GLUP, analysis the questions which exist now, attempt to adjust the land structure and configuration from the qualitative, the quota and location three aspects, divide the agricultural land elastic range and the construction land elastic range, when carry out the land plan that may have certain elasticity and the rigidity. Therefore, our goal is through researching the theory and the method of GLUP, instruct the new round GLUP work.
