鉴于宣传文化领域从业人员的高活跃性、高流动性特征，本文主要选取岗位比较恒定、职业生涯相对稳定、工作场所相对固定的从业集群，即北京市属宣传文化系统人才队伍作为研究对象，对他们的结构特征、流动规律和发展态势进行了数据分析和理论思考，试图从主体力量和中心环节入手，建设以内涵式、创新性、学习型为特征，以人为本、全面、和谐、可持续的宣传文化人力资源生态体系，将首都文化推向大繁荣、大发展。

In view of high activity and mobility of employees in the field of cultural publicity, the thesis selects the working staff in publicity sector of Beijing government as the study subjects, who have relatively sustainable position and stable career income. The main research focuses on their structural characteristics，flow of the law and development trend, makes analysis and theoretical thinking on the data, build up a set of people-oriented, comprehensive, harmonious and sustainable cultural human resources system with connotative, innovative, learning-mode as the characteristics to promote the prosperious development of metropolitan culture.
