最近我国经常发生突发性公共事件，这给人们带来了很大的损失并引起了全国人民的关注。我国各级政府按照自己地区的具体情况编制与实施应急预案。应急预案管理从文本形式转变到数字化有助于增强我国各级政府应对突发性公共事件的能力。数字化应急预案检索系统是支持国家各级政府及时应对突发性公共事件的关键工具。 本文简要介绍了数字化应急预案检索系统建设背景；详细论述了数字预案检索系统的建设， 设计并基于ASP实现了的数字预案检索系统；最后展示了该数字预案检索系统的界面。

Recently there are happening sudden public events regularly in china, which brought great losses. Those damages to the public aroused the concern of people across the country. Governments at all levels according to their own specific circumstances of the region and implementation of contingency plans prepared.
