随着中国经济和社会的快速发展,中国更加积极参与全球治理,日益成为国际社会的重要行为体,全球治理体系的改革与完善需要倚重更多中国智慧与中国方案。然而,受制于国际化人才培养的不足,目前我国在国际组织中的话语权及人才提供仍与自身应有的地位存在较为明显的不对等之处。加紧培养更多更优质的国际化人才,增强我国在国际组织中的影响力刻不容缓。

由此,本文尝试以联合国为例,在已有研究的基础上,通过联合国国际公务员胜任力特质与国家公务员通用胜任力模型的对比,分析两者在知识、能力、个性、思维方式等不同维度胜任力要素上的区别。进而结合我国国际组织人才培养现状,针对政府和高校提出多方面建议,如明确我国国际人才培养的战略规划、理清机构关系确定专业管理机构、创造和提供更多实习和工作机会,此外,国内有关高校也要加强国际组织和全球治理领域的学科设置和师资队伍建设等,以便能为我国培养和输送更多优质的全球治理人才到有关国际组织工作。

外文摘要:

With the rapid development of China's economy and society, China is more and more actively participating in global governance. China is increasingly becoming an important actor of the international community. The reform and improvement of the global governance system needs to rely on more Chinese wisdom and Chinese programs. However, restricted by the shortage of international talent training,our country's discourse power and the provision of talents in international organizations are still not in line with its own status.. It is urgent to Step up the training of more and more high-quality international talents and enhance China's influence ininternational organizations.

Therefore, this paper attempts to take the United Nations as an example, on the basis of existing research, through the comparison between the competency characteristics of international civil servants and the general competency model of national civil servants, to analyze the differences between the two in different dimensions of competency elements, such as knowledge, ability, personality and thinking mode. Furthermore, in combination with the current situation of talent cultivation of international organizations in China, this paper puts forward various suggestions for the government and colleges, such as clarifying the strategic planning of international talent cultivation in China, clarifying the relationship between institutions, determining professional management institutions, creating and providing more internships and work opportunities. In addition, relevant domestic colleges should also strengthen the discipline setting and faculty construction in the field of international organizations and global governance,so as to train and transfer more high-quality global governance talents to relevant international organizations.
