随着21世纪我国全国性的土地流转和对新型农业经营主体的培育,中国农业的生产经营呈现出多样化的趋势,资本化农业日益发展,劳动过程是分析资本化农业生产组织及其变迁的出发点。本研究以经果林产业中的鲜食桃企业为例,通过“劳动过程理论”与“科学管理理念”这一体两面的视角来解构现代农业企业,在质性研究范式下运用个案研究方法,探究企业选择适宜生产组织方式的决策过程以及相关行动策略的落实。
文章主要采用参与观察和深入访谈作为资料搜集方法,具体因循“知识与权威”两条线索逐级论述:(1)农业隐形知识对外部知识转移形成障碍,农业知识特性促成企业分散型权威系统;(2)中层管理者知识传递不畅,结合地区用工体制和内部劳动力状况,劳动过程中履职困难;(3)决策层与中层围绕知识权威形成意见与行动,分散型权威系统趋向以价格为协调机制的网格化管理,复合型权威系统倾向于加强科层秩序。最终,在经果林生产组织形式上,“网格化管理”和“加强科层秩序”分别表现为企业规模经营的不同形式,也就是知识与权威交织形成的适度规模经营。需要注意,不同的权威系统下存在各自的矛盾积累点,本研究强调正视经果林业中劳动过程控制权与个体隐性知识整合存在的矛盾,以劳动者技能为抓手,优化劳动与管理间的博弈结构,进一步释放生产力。
外文摘要:
With the national land circulation and the cultivation of new agricultural management subjects in the 21st century, China's agricultural production and management has shown a trend of diversification. Capitalized agriculture is developing day by day. The labor process is the starting point for analyzing the capitalized agricultural production organization and its changes. Taking fresh peach enterprises in the fruit forest industry as an example, this study deconstructs modern agricultural enterprises from the perspectives of "labor process theory" and "scientific management philosophy", and uses case study methods under the qualitative research paradigm to explore the decision-making process of enterprises to choose the appropriate production organization mode and the implementation of related action strategies.
The article mainly adopts participatory observation and in-depth interviews as data collection methods, and specifically discusses them step by step according to the two clues of "knowledge and authority": (1) agricultural tacit knowledge forms obstacles to external knowledge transfer, and the characteristics of agricultural knowledge promote decentralized authority system of enterprises; (2) the knowledge transfer of middle managers is not smooth, and it is difficult to perform their duties in the process of work in combination with the regional employment system and internal labor force conditions; (3) the decision-making level and the middle level form opinions and actions around the knowledge authority, the decentralized authority system tends to grid management with price as the coordination mechanism, and the composite authority system tends to strengthen the bureaucratic order. Finally, in terms of the production and organization forms of economic fruit forest, "grid management" and "strengthening the bureaucratic order" are different forms of enterprise scale operation, that is, the moderate scale operation formed by the interweaving of knowledge and authority. It should be noted that different authority systems have their own contradiction accumulation points. This study emphasizes to face up to the contradiction between the labor process control right and the integration of individual tacit knowledge in economic and fruit forestry, and optimize the game structure between labor and management by taking worker skills as the starting point to further release productivity.
