随着信息技术的突飞猛进的发展,企业信息化建设已经发生了根本性的、革命性的变化,IT运维管理也经历了从起初面向设备维护的单一厂商的设备网管,进入到全面的面向基础架构管理。但是随着软硬件不断的更新换代、产品功能不断的丰富增强、运维管理人员成本的增加和业务应用效率的逐渐提高等因素,IT运维管理的难度、复杂度日益增强;企业信息化部门不仅要保持IT系统的高效、可靠、稳定、安全的运行,而且还要保持客户对业务应用系统较高满意度,同时还强调IT运维管理服务的投资收益等,因此,IT运维管理部门需要承担更多的、更高的、更加严格的综合任务指标。虽ITIL(信息技术基础架构库)经过多年的不断发展、不断完善,并且已作为IT运维管理领域和相关领域的理论指导,具有很高的价值参考尺度;但是随着近期的云计算、大数据、物联网普及发展,业务系统更趋向多元化、复杂化和智能化,而IT运维管理系统与时俱进,当前的面向基础架构管理逐步增加了以业务应用为导向的基于ITIL服务的综合管理。面向IT业务应用服务的综合管理增加了运维规范,结合了人员和技术搭配,更加注重人员、工作流程和服务的管理,融合了考核和量化指标,加入了智能自动化,同时增强了报表展现分析、业务价值分析、数据提取分析等技术。 根据天津联通现有的IT运维管理现状、IT运维环境、软硬件运行状态、运维需求、标准规范、建设原则、建设目标等综合状况笔者进行多次实地调研、深入全面挖掘运维需求信息、结合方案中的产品功能、协调组织公司团队人员开展多次会议探讨、前期联合测试调优等工作最终规划设计出天津联通IT运维管理解决方案。该方案的顺利实施促使天津联通IT综合环境的运营效率将得到极大提高,IT服务质量得到明显改善,IT服务流程得到全面优化,IT基础架构得到统一集中。同时,该方案为天津联通IT运维管理建设提供全面的理论指导和价值参考,为其它信息中心的IT运维管理建设提供新方法、新思路和新方案。 本文主要从以下几个部分进行方案阐述,首先从天津联通运维管理现状进行深入研究分析,进而提出天津联通IT资源管控平台整体技术架构,并对技术架构做整体概括介绍;其次详细阐述了天津联通IT资源管控平台解决方案,重点介绍了综合门户展现、综合机房、业务应用视图、资源监控、主机操作系统、网络监控、中间件和数据库、应用服务等管理、智能事件处理平台、知识库和报表统计分析等;最后结合理论和实践总结分析了整个解决方案的优势和特点。

Because of the rapid information technology development, enterprise information technologies had fundamentally and revolutionarily changed. IT operation and maintenance management had also experienced from the time it was initially single vendor oriented to a comprehensive infrastructure management. But the fact is that hardware and software had both been continuously upgrading. The functionalities of IT products had also been continuously enhanced along with the cost for IT operation and maintenance management keep increasing. Therefore, finally the business application efficiency had been gradually improved. And all those factors lead to a result that IT operation and maintenance management are increasingly difficult and complex. The IT departments today have to not only keeping their IT systems running efficiently, reliably, stalely, and secured, they also have to keep customers highly satisfied about the business application systems, as well as being aware of the return on the investment of IT operation and maintenance management. Thus, IT operation and maintenance management departments need to be responsible for comprehensive KPIs those are much, higher, and stricter ever than before. Although ITIL (aka information technology infrastructure library) had been developed and improved for many years, which has a higher value as a reference and it had been used as an IT operation and maintenance management guide in theory. But cloud computing, big data and IOT (aka internet of things) was recently developed and widely applied so business systems are becoming smarter, much diversified and complicated than before. Luckily, IT operation and maintenance management systems are advancing with times, the current infrastructure oriented management had been improved by introducing business application oriented, and ITIL service based management. So IT business application service oriented management now has the operation and maintenance specification, which combined with a mix of personnel and technology. And it’s paying more attention to the human resource management, processes and services, introduced the integration of the assessment and measurement indicators, intelligent automation as well as the reports visualization and analysis enhancement, business value analysis, data extraction analysis and other technologies. The author had performed several onsite surveys to Tianjin Unicom company, as well as a comprehensive operation and maintenance requirement analysis based on the company’s existing IT operation and maintenance situation, IT operation and maintenance environment, hardware and software status, operation and maintenance needs, standards, specifications, construction principles, construction goals and other related information. The result of these surveys combined with the product functionalities of the solution in hands, the author organized several meetings with the teams of the company along with some works such as system testing and tuning in the early stage, finally carried out a solution for Tianjin Unicom IT operation and maintenance management. And the successful implementation of this solution helped Tianjin Unicom on improving its IT environment operational performance for a lot. And its IT service quality has been significantly improved, its IT service flow was fully optimized, its IT infrastructure was generalized as well. Meanwhile, the solution act as a comprehensive guide and a valuable reference to the construction of Tianjin Unicom IT operation and maintenance management. It had also provided some new methods and thoughts to some other IDCs on their IT operation and maintenance management constructions. This paper will describe the solution above from mainly the following parts. It will firstly introduce a research and analysis based on the existing situation of Tianjin Unicom operation and maintenance management. Then followed by a proposal of an architecture design for Tianjin Unicom IT resources management platform with an overall brief introduction. Secondly, it will describe the solution for Tianjin Unicom IT resources management platform with details and focused areas include an integrated portal visualization, integrated IDCs, business application views, the resources monitoring, operating systems, the network monitoring, middleware, databases, application service management, an intelligent event handling platform, a knowledge base and statistical analysis reports etc. Finally it will analyze both the advantages and disadvantages of this solution based on the theories and practices.
