优化来华留学教育政策,对我国来华留学教育事业高质量发展、提升教育对 外开放水平、建成高等教育强国具有重要现实意义。研究基于公共政策评估理论与利益相关者理论,顺应“政策文本分析——政策对象政策感知与评估——政策问题挖掘——政策调整优化”的研究思路,对我国来华留学教育政策进行系统剖析。通过内容分析法、社会网络分析法等对2010年以来国家及北京市、上海市、江苏省三省市45份有关来华留学教育的政策文本进行剖析;并对15位“双一流”建设高校来华留学生进行深层次半结构化访谈,从来华留学生的个体经验出发了解其对来华留学招生政策与奖学金政策的感知与评估,访谈内容围绕政策执行过程、政策执行效果、政策现存不足与困境, 并在此基础上提出优化建议。研究发现:第一,来华留学教育政策协同发展,内涵丰富,呈现中央宏观引导、地方因地制宜的协同发展态势。政策形式多元,发文呈现多部门联动的态势。政策文本内容丰富,政策议题聚焦于来华留学质量规范、来华留学奖学金以及来华留学生其他管理制度。第二,留学生视角下来华留学招生政策感知与评估受政策全过程因素影响。招生政策执行过程层面,高校作为招生政策执行者,不同高校申请材料存在一定的差异性,高校招生考核方式主要为材料审核制、材料面试两轮考核制与材料审核笔面结合考核制三种类型。来华留学生对招生政策执行具有较高满意度,不同留学生对招生政策公平性感知存在差异。留学生视角下来华留学招生政策困境包括招生政策执行时间跨度大与招生政策录取标准的模糊性。第三,来华留学生视角下来华留学奖学金政策的感知与评估与留学生个体奖学金 资助获得经历密切相关。来华留学奖学金资助体系丰富,奖学金类型多元。奖学金政策执行过程层面,来华留学奖学金依据申请时间可划分为新生奖学金与日常奖优奖学金,年度评审制度是奖学金政策的重要组成。来华留学生对奖学金政策具有较高满意度,奖学金资助对留学生个体生活、中国国家形象构建等产生系列积极影响,不同留学生对奖学金政策公平性感知存在差异,来华留学生呼吁更多的奖学金资助机会与资助标准省际差异化。基于研究发现,本研究提出来华留学教育政策的优化建议:加强来华留学教育政策体系建设,形成高质量政策供给;搭建来华留学教育政策反馈机制,关注 来华留学生诉求;优化来华留学招生政策,提升招生政策执行效果;完善来华留学奖学金政策体系,发挥奖学金政策激励作用。

Optimizing the education policy for international students studying in China is of great practical significance for the high-quality development of China's education for studying abroad, the enhancement of the level of opening-up of education to the outside world, and the building of a strong country in higher education. Based on public policy evaluation theory and stakeholder theory, the study follows the research idea of "policy text analysis - policy perception and evaluation - policy problem mining - policy adjustment and optimization", the study systematically analyzes China's education policy for studying abroad. We analyzed 45 policy texts of the central government and the three provinces and cities of Beijing, Shanghai, and Jiangsu on education for studying in China since 2010 through content analysis and social network analysis, and interviewed 15 international students from "Double First- Class" universities through in-depth semi-structured interviews to understand their views on education for studying abroad in China from their individual experiences. The interviews focused on the process of policy implementation, the effect of policy implementation, and the existing deficiencies and difficulties of the policy, and on the basis of which suggestions for optimization were put forward.The study found that the policy on education for studying abroad in China has developed synergistically and is rich in content, showing the synergistic development of central macro-guidance and local adaptation. The policy forms are diversified, with a multi-departmental linkage in the issuance of documents. The policy text is rich in content, with policy issues focusing on the quality standardization of studying in China, scholarships for studying in China and other management systems for international students. The perception and assessment of enrollment policies for studying in China from the perspective of international students are influenced by the whole process of the policies. At the level of the enrollment policy implementation process, universities as the enrollment policy implementers, there are certain differences in the application materials of different universities, and the enrollment assessment methods of universities are mainly three types: the first type is the material review system, the second type is the material review and interview two rounds of assessment system, and the third type is a three-round assessment system of material review, written examination and interview examination. International students are highly satisfied with the implementation of enrollment policies, and there are differences in the perception of fairness of the enrollment policy among different international students. From the perspective of international students, the dilemmas of the admissions policy include the large time span of the admissions policy implementation and the ambiguity of the admissions criteria of the admissions policy. The perception and assessment of the scholarship policy from the perspective of international students are closely related to the experience of international students in obtaining individual scholarships. Scholarships for studying in China are rich in content and diversified in types. At the level of the implementation process of the scholarship policy, applications for scholarships for studying in China can be categorized into freshmen scholarships and daily merit scholarships according to the time of application, and the annual evaluation system is an important component of the scholarship policy. International students are highly satisfied with the scholarship policy, and the scholarships have a series of positive impacts on individual students and China's national image. Different international students have different perceptions of the fairness of the scholarship policy, and they call for more scholarship opportunities and inter-provincial differentiation of funding standards. Based on the research findings, this study puts forward some suggestions for the optimization of China’s overseas education policy: strengthening the construction of the education policy system for studying abroad in China to form high-quality policy supply; building a feedback mechanism of the education policy for studying abroad in China to pay attention to the demands of international students; optimizing the enrollment policy for studying abroad in China to improve the implementation effect of the enrollment policy; and perfecting the policy system of scholarships for studying abroad in China to give full play to the incentive effect of the scholarship policy.
