我国出版大环境决定了出版社必须进行改革,顺应时代潮流,走与时俱进之路。出版社的有效生存、发展壮大离不开正确的发展战略。本文通过对中国林业出版社所处环境的综合分析,结合国家的大政方针,对其发展状况进行深入研究。以点带面,系统梳理中国林业出版社的发展战略,总结出实施其发展战略的重要措施,并对中国林业出版社的发展趋势做出展望。在此基础上,提出合理化建议,继而对与中国林业出版社类似的部委所属出版社的发展战略进行诠释。通过对中国林业出版社在新的时代背景下的发展战略进行研究,分析出中国林业出版社的内外部环境的优势、劣势、机遇、威胁,总结出中国林业出版社的三大优秀品牌,选取其中林业类、园艺与环境景观类、建筑与室内设计类的影响力较大的关键因素,给出可供选择的数字化战略、集约化战略、多元化战略三种可供选择的发展战略。从出版供应链整体的角度考虑行业的发展,兼顾每个环节的利益,详细分析走“专、精、特”发展之路与做大做强的可能性。根据出版企业的成功典范及先进经验,借鉴国内外出版企业先进的技术和优秀的管理机制,走联合发展的共赢之路。考虑到信息技术对出版业的冲击与影响,加大数字出版的研究、应用与转化,中国林业出版社提出利用信息技术对出版供应链进行流程重组,建立网站搜索平台,发展按需出版的新技术,坚持出版内容原创以及内容资源集成创新,攫取文化产业的高利润。对于部委所属出版社来说,过去是政府的分支部门。转企改制后,部委所属出版社被推向了市场,但依旧与政府保持着天然的联系。坚持寻求政府支持,用好政策性资源和独特资源,能够促进其高速发展。同时还要增强市场化竞争,有意识地发展多种经营模式,建立战略管理机构和风险管理机制,打造专业出版队伍,在市场的环境中发展壮大。在现阶段出版技术飞速发展、出版社全面转企的背景下,部委所属出版社发展战略研究的重要性凸显。中国林业出版社发展战略研究是一个非常贴近图书出版业运作实际的课题,具有一定的理论和实践指导意义。本研究提出了适合其发展的战略与措施,对国内其他部委所属出版社新时期的战略选择提供了借鉴和启发。

The macro-environment of China’s publishing industry China’s Presses must take the road of reforming in this advanced society. Through a comprehensive evaluation, this paper analyses the current situation of China Forestry Publishing House and carries on an in depth study. And this paper goes through its development strategies, summarizes the significant measures of development strategies taken by China Forestry Publishing House, and puts forward appropriate suggestions on development trend of China Forestry Publishing House. Based on China Forestry Publishing House example, this paper generalizes the development strategies of similar presses affiliate to ministries.Chinese Forestry Publishing House is facing a transformation stage. The paper does a SWOT analysis in both internal and external environment and sums up three outstanding brands presented by Chinese Forestry Publishing House which are forestry, horticulture and landscape, architecture and interior design. The most influential factors regarding these three brands are studied and alternative digital strategy, intensive strategy and diversification strategy are put forward. From the perspective of the whole supply chain of publishing industry, every loop should be taken into consideration and a thorough analysis on the chance of choosing a development strategy.Inspired from the indoor and outdoor experiences, diversified ownership of assets and talents are employed to reach a win-win result. Meanwhile on the basis of strength and weaknesses of several development strategies, along with the impact and influence of IT industry on Publishing industry, studies on digitalizing Presses must be emphasized, applied and transferred. This paper puts forward to make use of information technology to reorganize the operation process of supply chain in Publishing industry, participate in knowledge production, build online search plat-form, develop new technology of on-demand publishing, insist on originality of publishing contents, innovation of organizing content resources in order to get higher profit in cultural industry. As for affiliated to ministries, the seeking of governmental support should be insisted and make full use of the political resources and unique resources of ministries to accelerate their speed of development. Besides, marketing competition consciousness should also be strengthened, and try to develop diversified operation modes, build strategy management organization and risk management system, create professional publishing team as its core competence.
