中共中央关于制定“十四五”规划和二〇三五年远景目标的建议指出，坚持实施区域重大战略、区域协调发展战略，健全区域协调发展体制机制。改革开放的40年，也是中国城市化进程不断加快的40年，由不同规模、形态和功能的数个城市集合而成的城市群深刻地改变了中国经济发展的空间格局。以长三角城市群、粤港澳大湾区、京津冀地区为代表的城市群不但是区域发展的决定性力量，更已成为中国参与国际竞争的主要力量。成渝地区双城经济圈是我国中西部目前综合实力最强、国家层面定位最高、经济发展潜力最大的城市群，是中共中央明确发展的中国经济“第四极”。但是，从现状来看，成渝地区双城经济圈的发展还存在很多不协调的现象。基于上述情况，本论文以问题为导向，在学习借鉴国内外促进经济圈发展的经验基础上，试图构建成渝地区双城经济圈的协调发展模式。

本文总结了国内外关于经济圈的研究，提出了论文的研究思路，并论述了核心概念和相关理论；其次，从空间结构、人口规模、产业现状3个层面，以定性和定量相结合的方式，对成渝地区双城经济圈的发展现状进行了分析；接着将成渝地区双城经济圈与几个世界级城市群相对比，梳理了成渝地区双城经济圈协调发展存在的问题，分析了问题成因，结合国内外促进经济圈协调发展的经验，以增长极理论和点轴理论为基本框架，针对性提出了5项成渝地区双城经济圈协调发展的对策建议：针对核心城市发展不突出的问题，需要做强成都、重庆两大核心增长极，重构成渝发展主轴、毗邻地区合作示范区、沿长江发展轴带3大发展轴带；针对经济实力总体偏弱的问题，需要协力打造世界级制造业产业集群；针对文化实力不足的问题，需要共建巴蜀文化旅游走廊；针对协同程度不高的问题，需要建立各级政府间长效合作机制；针对面临突出的人口老龄化问题，需要主动应对人口老龄化，促进人口均衡发展。

The CPC Central Committee's proposal to formulate the "14th Five-Year Plan "and the 2015 long-term goal points out that we should adhere to the implementation of major regional strategies, regional coordinated development strategies, and improve the institutional mechanism for regional coordinated development. The 40 years of reform and opening up, and the 40 years of accelerating urbanization in China, The urban agglomeration formed by several cities of different sizes, forms and functions have profoundly changed the spatial pattern of China's economic development. The urban agglomeration represented by Yangtze River Delta urban agglomeration, Guangdong-Hong Kong-Macau Greater Bay Area and Beijing-Tianjin-Hebei region not only is the decisive force of regional development, but also becomes the main force for China to participate in international competition. Chengdu-Chongqing REGION Shuangcheng economic circle  is the urban agglomeration with the most comprehensive strength of China's central and western regions, the highest national positioning, the greatest potential for economic development，which is the "fourth pole" of China's economy clearly developed by the CPC Central Committee.However, from the present situation, there are still many uncoordinated phenomena in the development of Shuangcheng economic circle in Chengdu-Chongqing region.

Based on the above situation, this paper takes the problem as the guidance, and tries to construct the coordinated development model of Shuangcheng economic circle in Chengdu-Chongqing area on the basis of learning from the experience of promoting the development of economic circle at home and abroad。

Firstly, this paper summarizes the research on the economic circle at home and abroad, puts forward the research ideas of the paper, and discusses the core concepts and related theories. Secondly, from the three aspects of spatial structure, population scale and industrial status, the development status of Shuangcheng economic circle in Chengdu-Chongqing region is analyzed by combining qualitative and quantitative methods; Finally， comparing the economic circle of Chengdu-Chongqing with several world-class urban  agglomeration, combing the problems existing in the coordinated development of the economic circle of Chengdu-Chongqing region, analyzing the causes of the problems, combining the experience of promoting the coordinated development of the economic circle at home and abroad, taking the growth pole theory and pole axis theory as the basic framework, this paper puts forward five countermeasures and suggestions for the coordinated development of the economic circle of Chengdu-Chongqing region：aiming at the problem that the development of the core city is not prominent, it is necessary to strengthen the two core growth poles of Chengdu and Chongqing, and reconstruct the three development axes of Chengdu-Chongqing development main axle ，the adjacent Regional Cooperation Demonstration Zone, and the development axis along the Yangtze River;In view of the overall weakness of economic strength, it is necessary to work together to build a world-class manufacturing industry cluster;to solve the problem of insufficient cultural strength, we need to build a cultural tourism corridor in Bashu;Aiming at the problem of low degree of collaboration，it is necessary to establish a long-term cooperation mechanism among governments at all levels; In view of the prominent problem of population aging, we need to take the initiative to deal with population aging and promote the balanced development of population.
