我国残疾人群体数量众多，残疾人服务的需求大且多样化。为了更好地满足残疾人的需求，更好地促进残疾人的全面发展和实现社会参与，政府和残联采取购买服务的方式，把残疾人活动承接给社会组织来开展，以此为残疾群体提供更专业的服务。因此，现阶段提升社会组织介入残疾人社会工作的服务能力和水平已然成为一项重要议题。 本研究以北京市AH文化服务中心承接残联购买专门协会活动项目为例，对社会组织介入残疾人社会工作的成效及存在的问题进行研究。AH机构是一家立足于开展文化服务的社会组织，负责方案策划、设计制作、组织实施、跟踪报道等全方位服务，承接了社区党建、社区文化建设、居家养老、残疾人服务、区级文体活动等多种政府购买服务。 研究者在AH机构期间进行三个月的参与式观察，并访谈了AH机构工作人员和残疾人。发现当前社会组织提供的残疾人服务具有较好的效果和较高的服务满意度，并且在残疾人的心理情绪问题、日常行为表现以及社会融入方面均带来了积极影响。虽然AH机构在介入残疾人社会工作取得一定的成效，但也存在着方案不能完全满足残疾人需求、执行不力、人员分工混乱、缺乏后期评估等等一系列的问题。究其问题的根源就是社会组织的工作目前缺乏社会工作的专业性。社会组织在介入残疾人社会工作的过程中蕴含着一些专业社会工作的理念思想和方法要素，但是在专业方法和专业技巧的运用上却缺乏科学性和规范性，还不是真正的社会工作。 本研究探讨了目前社会组织的工作难以实现专业性的原因，提出除了社会组织自身建设的原因以外，还很大程度上与残联的政策因素密切相关。残联作为政府方，向社会组织购买服务，但由于其在购买服务时的项目周期与社会工作开展周期之间存在着矛盾；其要求扩大受众范围与专业社会工作方法之间存在着矛盾；以及资金和方案设计上的问题等原因，使得社会组织在开展残疾人社会工作时难以挣脱桎梏。此外，作为服务对象的残疾人群体他们的特殊性也在一定程度上影响着社会组织开展服务的情况。 尽管社会组织的服务还不足够专业和规范，但也不能否认其服务的成效。囿于多种现实因素，目前不必过于苛责社会组织还难以达到非常专业和规范的程度。因此，现阶段还应继续鼓励社会组织承担政府购买项目，加强自身建设，在实践的过程中不断提高提供公共服务的能力。

There are numerous disabled people in China and the demand for services of the disabled is also large and diversified. In order to better meet the needs, better promote the all-sided development and better realize the social participation of disabled people, our government and the Disabled Persons’ Federation has adopted the way of purchasing services from social organizations to carry out activities for the disabled, which can provide access to more professional services for the disabled people. Therefore, it is becoming an important issue to improve the ability and the level of social organizations’ services for the disabled. This study takes Beijing AH Cultural Service Center’s project of undertaking the services of special associations in Disabled People's Federation as an example to study the effectiveness and the existing problems of social organizations' intervention in social work of the disabled. AH Cultural Service Center is a social organization based on offering cultural services. It takes charge of all-round services including program planning and designing, organization, implementation, and reports, etc. It undertakes a variety of government purchasing services such as Party solidarity construction, community cultural construction, home care for the aged, services for the disabled, District sports activities and so on. Researcher has conducted a three-month participatory observation in AH organization, and interviewed 12 persons in total, including 6 staffs of AH organization and 6 disabled people. The study finds that the services for disabled people provided by current social organizations has obtained positive results and high satisfaction, and has brought a noticeable positive impact on the daily behavior, the psychological mood and the social integration of the disabled. At the same time, this study also finds that although the AH organization has achieved such success in intervention of social work for the disabled, there also exists a series of problems, including the inadequate implementation of the program, the confusion in personnel allocation, the lack of post-evaluation and so on. The ultimate origin of all these problems is that the work of social organizations lacks in professional expertise. The process of social organizations’ intervention of social work for disabled people contains some concepts and methods of professional social work, but still lacks in the scientific and standard application of professional methods and skills. Although they have the sign of professional social work, they are not real social work. This study further explores the reasons why it is difficult for social organizations to become professional in current work, and puts forward that in addition to the reasons of social organizations’ own construction, the problem is also closely related to the policy factors of the Disabled Persons’ Federation. The Disabled Persons’ Federation buys services from social organizations as a government agency. Due to the contradiction between the length of project time that the Disabled Persons’ Federation claims and that the professional social work needs; the contradiction between the number of audience that Disabled Persons’ Federation requires and that the professional social work restricts; and the problems in program designing and the shortage in funds, it is truly difficult for social organizations to break up the shackles when intervening in social work for the disabled. In addition, the particularity of the service objects, the disabled group, also affects the working of social organizations. Although the services of social organizations are not professional and standard enough at present, we cannot erase the effectiveness of them. Limited by a variety of subsistent factors, it is not necessary to be too strict with social organizations’ working. Therefore, at the present stage, we should continue to encourage social organizations to undertake more government purchasing projects, to strengthen their own construction, and to continuously improve their ability of providing public services in the process of practice.
